This solicitation is for the purchase of various domestic appliances for the Unaccompanied Housing Division at Naval Support Activity, Support Site - Housing Welcome Center in Gricignano D'Aversa (CE), Italy. The government is seeking to procure these items to furnish housing facilities.

• Appliances: The core requirement is for the supply of domestic appliances, specifically:

  • 50 units of Gas Stoves
  • 100 units of Washers (9 kg capacity)
  • 100 units of Electric Dryers (9 kg capacity)
  • 50 units of Refrigerators (390 liters capacity)

• Technical Specifications: Detailed technical specifications for each appliance are provided, including dimensions, power requirements, energy efficiency ratings, noise levels, and specific features (e.g., number of burners, oven type, drying modes). Proposed appliances must meet or exceed these specifications. "Brand Name or Equal" items require detailed point-by-point comparisons and technical documentation.

• Warranty: A minimum one (1) year warranty on all appliances is required, with liability for consequential damages.

• Delivery: Delivery is required within 20 days of award. The delivery site is NSA, Support Site - Housing Welcome Center, Warehouse Compound at Via della Stazione, Zona Industriale Nord, 81031 Gricignano D'Aversa (CE), Italy. Specific instructions for customs clearance and final delivery coordination are provided.

• Pricing Arrangement: Firm Fixed Price.

• Currency: All prices to be quoted in EURO.

• Value Added Tax (VAT): Prices must be quoted exclusive of Italian VAT, as the U.S. Government is exempt.

• Delivery Costs: Quoted unit prices must be all-inclusive, covering packaging, transportation, and delivery charges to the final destination in Teverola, Italy.

• Quote Validity: Prices must be held firm for a minimum of sixty (60) calendar days from the solicitation's closing date.

• Submission Deadline: Quotes are due by 14 April 2026, 10:00 AM (Naples, Italy Local Time).

• Submission Method: Quotes must be submitted electronically via email to the addresses provided. E-mails are limited to 10 MB; larger quotes must be sent in multiple e-mails. Zip files are not accepted. PEC or similar systems are not to be used.

• Quote Structure: Quotes must consist of three volumes: Volume I - Price, Volume II - Technical Capability, and Volume III - Provisions and Certifications.

• Evaluation Criteria: The award will be made to the responsible quoter whose quote is most advantageous, considering price and non-price factors. The evaluation will include Price (Completeness and Reasonableness) and Technical Capability (rated Acceptable/Unacceptable). Past performance will also be assessed.

• The acquisition is marked as "UNRESTRICTED."

• Offerors must be registered in the System for Award Management (SAM) database prior to award.

• Offerors must comply with Italian Anti-Mafia legislation.

• Questions regarding the solicitation must be submitted no later than 1000 hrs on Friday, 10 April 2026.

• The document includes numerous FAR and DFARS clauses, including those related to payment instructions (WAWF), tax relief, and prohibitions on certain telecommunications equipment.

This document is a "Self-Certification of the Anti-Mafia Communication" form, required by Article 85 of Legislative Decree 06/09/2011 n.159. It serves as a declaration by the undersigned individual that they are not subject to any prohibitions, forfeitures, or suspensions related to anti-mafia legislation.

• Personal Information: Requires the undersigned's name, date and place of birth, fiscal code or VAT number, place of residence, and address.
• Declaration: A statement affirming the absence of anti-mafia related prohibitions, forfeitures, or suspensions, as defined by Article 67 of Legislative Decree 06/09/2011 No. 159, for the individual and cohabiting family members aged 18 or over.
• Data Privacy: Acknowledgment that personal data will be processed solely for the purpose of the procedure.
• Required Documentation: A copy of the subscriber's identity document must be provided.
• Legal Basis: References Legislative Decree 06/09/2011 n. 159, art. 85.

Bidders must complete and submit this form, along with a copy of their identity document, to attest to their compliance with anti-mafia regulations. Failure to provide this certification may impact their ability to participate in or be awarded the contract.
