Quick Summary
The Department of the Navy, specifically NAVSUP Weapon Systems Support Mech, is soliciting for Dynamic Seal Housing (Item 7, Drawing 4678004). This is a critical procurement for crucial shipboard systems, designated as SPECIAL EMPHASIS material (Level I), requiring stringent quality and certification. The small business set-aside has been dissolved, and the response deadline is February 6, 2026 (extended to January 8, 2026). This is a Solicitation and a DO rated order under the Defense Priorities and Allocations System (DPAS), utilizing Emergency Acquisition Flexibilities (EAF).
Scope of Work
The contractor will provide Dynamic Seal Housing in accordance with Naval Sea Systems Command Drawing 4678004, using specified material (ASTM-B369, Alloy UNS C96400). Extensive testing and certification are required, including Dye Penetrant Inspection, Weldability Tests, Non-Destructive Tests, and Radiography. The material must be mercury-free. Strict quality systems (ISO-9001, ISO-10012, ANSI-Z540.3, ISO-17025, MIL-I-45208, MIL-STD-45662) are mandatory, with Government Quality Assurance at the source. Traceability from material to certification test reports is paramount for Level I/SUBSAFE systems. Welding and brazing must adhere to specific Navy standards (S9074-AR-GIB-010A/278, 0900-LP-001-7000, S9074-AQ-GIB-010/248), with procedures and qualification data submitted for approval. Configuration control requires the contractor to maintain the equipment baseline and submit waivers/deviations and Engineering Change Proposals (ECPs) for approval.
