Statement of Work (SOW) / Performance Work Statement (PWS)

To evaluate the effectiveness of U.S. Army Corps of Engineers (Corps) wood and gravel nourishment projects downstream of Howard Hanson Dam by monitoring large wood debris in the Green River.

• Conduct monitoring to inventory large wood debris in the Green River, with a focus on tagged wood placed by the Corps.

• Replicate methodology and protocols from a 2001 study plan, updated with findings from the 2023 LWD data report.

• Specific tasks include:

  • Milestone 1: Conduct large wood inventory in 2026, 2028, 2029, 2030.
  • Milestone 2: Conduct large wood inventory and habitat monitoring in 2027.
  • Milestone 3: Produce draft and final study reports.

• Data to be collected includes bankfull width, residual pool dimensions, large woody debris counts and distribution, canopy cover, riffle substrate, and habitat unit mapping.

• USACE approval of communications.

• USACE approval of data reports.

• Performance will be evaluated in accordance with a Quality Assurance Surveillance Plan.

• Period of Performance: Base Year 2026, Option Year 1 (2027), Option Year 2 (2028), Option Year 3 (2029), Option Year 4 (2030).

• All tasks for each year should be completed by April 1 of the following year.

• Place of Performance: King County, Washington, within the Tacoma municipal watershed.

• Contractor must coordinate access with the Corps and Tacoma.

• Adherence to all Tacoma requirements regarding vehicles and water protection.

• Contractor employees must comply with applicable installation/facility access and local security policies and procedures, including background checks and personal identity verification.

• Contractor must pre-screen candidates using the E-verify Program.

• Government will provide aerial photos and previous years' monitoring reports.

• Contractor shall furnish all necessary services, labor, materials, supplies, and equipment.

• Deliverables include draft and final reports, provided in hard copy and electronic format (Microsoft Word and PDF).

• A GIS database shall be developed for the habitat data.

This announcement is for informational and market research purposes only and is NOT a request for proposals, quotations, or bids. It serves to gauge interest and identify potential sources for a future service project involving habitat monitoring in the Green River, downstream of Howard Hanson Dam. The government is seeking information to make acquisition decisions, and the type of solicitation will depend on the responses received. No reimbursement will be made for providing information.

The U.S. Army Corps of Engineers has been augmenting spawning gravels and large wood in the Green River since 2003 and 2004, respectively, as part of the operation and maintenance of Howard Hanson Dam. These projects are linked to Endangered Species Act requirements. Monitoring of these projects has been conducted periodically, with large wood distribution inventoried annually since 2007 and habitat monitoring occurring every five years. These monitoring activities are planned to be repeated from 2026 through 2030.

The objective of the potential future project is to evaluate the effectiveness of the Corps' wood and gravel nourishment projects. This will involve collecting data to inventory large wood debris in the Green River, with a specific focus on tagged wood placed by the Corps.

Responses should include:
