Purpose and Scope of Work
The primary purpose of this contract is to create and maintain a crosswalk that maps geographic HPSA designations, as determined by the Health Resources and Services Administration (HRSA), to United States Postal Service (USPS) ZIP Codes. This tool is critical for CMS to accurately identify areas eligible for Medicare HPSA bonus payments.
The scope of work includes:
- Automating the extraction and matching of Geographic Information System (GIS) data to enhance efficiency and accuracy.
- Analyzing CMS requirements and locating necessary information not supplied by CMS.
- Adhering to a schedule of regular updates and attending meetings with CMS staff.
- Providing a finished product that is easily usable by Medicare contractors and can be integrated into the CMS website.
- Providing ongoing support and corrections to the work product.
- Utilizing SAS statistical software to access and manipulate the HRSA HPSA database.
- Accessing historical ZIP Code boundary data from 2004 to the present.
- Using GIS skills to crosswalk geographic areas to ZIP Codes, creating composite HPSA boundary files.
- Providing Microsoft Excel lists of 5-digit ZIP Codes that fall fully within HRSA-designated primary medical care, mental health, and dental HPSAs annually.
- Providing documentation of the crosswalk development process.
Contract Details
This will be a Firm Fixed Price (FFP) contract with a Base Year (June 1, 2026 - May 31, 2027) and four Option Years (June 1, 2027 - May 31, 2031). The NAICS code for this acquisition is 541512 (Computer Systems Design and Related Services), with a small business size standard of $30 million in average annual receipts. This is a Women-Owned Small Business (WOSB) Program Set-Aside.
Submission and Evaluation
Offerors must submit proposals by completing blocks 12, 17, 23, 24, and 30 of the Standard Form 1449. Proposals will be evaluated based on:
