• Offers must be valid for at least 90 days from the offer due date.

• Award will be made to the lowest price offer that is compliant, in accordance with FAR Part 13.

• This is a 100% Total Small Business Set Aside.

• The solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2025-06 and the Department of the Interior Acquisition Regulation System (DIAR).

Statement of Work (SOW)

To transport and install the bronze Caesar Rodney Equestrian Statue from its current outdoor storage facility in New Castle, DE, to Freedom Plaza in Washington, DC, for public viewing.

• Provide a crane and qualified operator and riggers.
• Fabricate cribbing or support armature to stabilize the statue during shipping.
• Load and transport the statue from New Castle, DE to Washington, DC.
• Install the statue on a pedestal approximately 10 feet tall.
• Rig and lift the bronze statue in a manner that will not harm its surface.
• Coordinate with NPS masons for anchor pin installation in the pedestal and for setting the statue.
• Provide a site safety plan including drawings of crane location, underground utilities, and overhead hazards.
• Obtain road closure permits in Washington, DC, and any associated transport and installation permits.
• Provide equipment matting to protect existing surfaces (street, sidewalks, curbs).
• Identify, map, and avoid underground utility vaults.
• Use protective materials to prevent hazardous material discharges or spills.

Work to be conducted between April 12, 2026, and April 30, 2026. The exact date is to be determined and will likely require a Saturday for road closures.

• Compliance with 1926.550-Subpart N Cranes and Derricks and all other OSHA requirements.
• Use of certified operators.
• Contractor must provide a site safety plan prior to work.
• Contractor is responsible for site protection and obtaining necessary permits.
• In case of work stoppage or postponement, the Government will provide 24 hours written email notification.
• Contractor shall procure and maintain liability insurance with minimum coverage of $200,000 per person, $500,000 per occurrence, and $20,000 property damage. The insurance certificate must be provided to the Contracting Officer prior to beginning work.
