Scope of Work
The contractor will provide all management, supervision, labor, supplies, materials, equipment, and tools for the operation, maintenance, and repair of equipment and systems within the USACE NWW Headquarters Building property line. This includes scheduled and unscheduled maintenance, 24/7/365, with emergency call-back services.
Key areas of responsibility include:
- Building Systems: Architectural, Structural, Mechanical, and Electrical equipment and systems, from rooftop to property line.
- Site Maintenance: Catch basins, walkways, paved areas, lighting, irrigation, signage, flag pole (excluding landscaping).
- Architectural/Structural: Maintenance, repair, modification, and restoration of building components, ensuring safety, appearance, and functionality. Includes exterior envelope, loading dock doors, casework, locks, keycard systems, and vehicle barriers.
- Plumbing: Inspections and maintenance of domestic water supply, wastewater, plumbing systems, and fixtures, including emergency repairs and underground systems.
- Fire Protection & Life Safety: Inspections and maintenance of fire suppression, alarm systems, fire doors, emergency lighting, power backups, and monthly fire extinguisher checks, adhering to NFPA Codes.
- Electrical: Inspections and maintenance of indoor/outdoor lighting, power supply, emergency lighting, switchboards, receptacles, motor control centers, emergency diesel generator, fire alarm system, UPS, and underground utilities.
- HVAC System: Inspections and maintenance of hydronic piping, pumps, boiler, heat exchanger, heat pumps, air units, exhaust fans, thermostats, cooling tower, water treatment, and controls.
- UPS Maintenance: Inspections, maintenance, and battery replacement for the Server Room Un-interruptible Power Supply, requiring manufacturer-certified vendors and proper battery disposal.
The contractor is responsible for implementing a Quality Control Plan, an effective service call system, using FEM/Maximo for tracking, communicating with the COR, reducing environmental impacts, providing employee training, and complying with all federal, state, and local laws.
Excluded services include elevators (except reporting issues), and tenant-owned equipment such as computers, office furniture, and most kitchen appliances.
