Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide comprehensive knowledge management services for the U.S. Department of Housing and Urban Development (HUD) Exchange platform (HUDx). The goal is to maintain and administer the existing platform, improve its functionality, integrate new tools, and enhance user engagement to support HUD's technical assistance (TA) customers in designing and deploying affordable housing and community development programs.

The contractor will be responsible for:

• Project management
• Website hosting and administration
• Website operations
• Website improvements
• Marketing of the HUD Exchange platform

The services are non-personal, meaning the government will not supervise contractor employees or control their methods. The contractor will manage its own employees and operations.

• Period of Performance: 12 months, with four successive 12-month extensions at HUD's option.
• Place of Performance: At the Contractor's place of operation.

Key performance areas include:

• Section 508 Compliance: All website components and deliverables must comply with Section 508 of the Rehabilitation Act.

• Security: Compliance with federal information security protocols, including NIST standards and FedRAMP authorization for cloud infrastructure.

• Project Management: Development and maintenance of a Project Management Plan (PMP), including progress reports and ad-hoc reports.

• Website Operations: Maintenance of operational procedures, authentication and access control, incident response, systems maintenance, and technical support.

• Content Development: Management of website content updates, including development of webpages, templates, and ensuring compliance with Section 508.

• Website Transformation: Development of a product roadmap, migration to a new content management system, third-party development integration, and achieving Authority to Operate (ATO).

• User Research and Engagement: Implementing user experience enhancements, conducting user research, and developing a user engagement plan.

• Marketing: Developing and implementing a marketing plan, managing listservs, blogs, and YouTube content.

• Transition-In/Out: The contractor must provide services for a smooth transition with the incumbent and successor contractors.

• Government Furnished Property/Services: The government may provide information (GFI) but no facilities, equipment, or materials.

• Accessibility: Strict adherence to Section 508 of the Rehabilitation Act is required for all deliverables.

• Security: Compliance with federal information security protocols and FedRAMP authorization is mandatory.

• Cloud Hosting: The contractor may be required to host HUDx on a cloud-based server with specific availability and security requirements.

Interested vendors must submit a capability statement demonstrating their commercial solution, technical experience, and relevant scope. Generic statements are insufficient; responses must detail the company's capability, experience, and ability to marshal resources to perform the tasks. Responses are limited to ten pages and must include specific company information, business size and status, DUNS number, CAGE Code, UEI, company structure, SAM registration, and GSA Schedule information if applicable. A government-approved accounting system should also be identified. Teaming arrangements are acceptable.
