The General Services Administration (GSA) Federal Acquisition Service (FAS) Office of Centralized Acquisition Services (OCAS), on behalf of the Housing and Urban Development (HUD) Office of Inspector General (OIG), is conducting market research for a cloud-based, Commercially Available Off-the-Shelf (COTS) Audit Management Software (AMS). This Sources Sought notice aims to identify qualified sources for a system to replace HUD OIG's expiring AMS. Responses are due March 3, 2026, at 11:00 AM PT.
Scope of Work
HUD OIG requires an AMS to assist in audits and evaluations, safeguarding government funds from fraud, waste, and abuse. The COTS AMS must be:
- FedRAMP certified and compliant with FISMA moderate, FIPS 140-02, and OMB M 22-09 security standards.
- Cloud-based and compatible with a Microsoft environment.
- Capable of managing templates, checklists, structures, and workflows.
- Supporting workpaper and document tracking, including version control, time stamping, cross-referencing, and an auditable 'chain of custody'.
- Providing workflow management with assignments, time tracking, access controls, milestone reporting, status reporting, and navigation.
- Supporting multiple standard file formats and offering offline review capabilities.
- Able to support/interact with other Federal OIGs for peer reviews and collaborative work. The contractor will also be responsible for developing and executing a transition plan to migrate records and audits from the current AMS solution.

- Set-Aside: Market research is being conducted to determine appropriate set-aside decisions. Firms should state their SBA size classification relative to NAICS 513210 (Software Publishers, $47M size standard).

Submission Requirements
Interested contractors must provide a written response via email, including:
- A capability statement detailing qualifications and ability to perform.
- Company information: name, address, point of contact, phone, fax, email, and UEI number.
- GSA Federal Supply Service (FSS) Multiple Award Schedule (MAS) Contract # and Price List (if applicable).
- Type of small business (e.g., SDVOSB, VOSB, 8(a), HUBZone, WOSB, Small Disadvantaged Business, or Small Business).
- A list of past/current contracts for similar services, including contract number, and contact information for the Contracting Officer and Contracting Officer Representative.
- Any other pertinent information (commercial standards, industry best practices). Responses must be emailed to Tue Tran (tue.tran@gsa.gov) with the subject line: “HUD OIG AMS – SOURCES SOUGHT NOTICE”. Attachments must be labeled "HUD OIG AMS SOURCES SOUGHT NOTICE_Capability Statement_Contractor Name".
