This presolicitation notice announces HUD's intent to procure enterprise-wide IT support and transformation services. The H2TNG MAC IDIQ aims to deliver solutions across HUD Headquarters, regional and field offices, data centers, and other designated locations, covering all OCIO functional areas. Scope of Work
The comprehensive IT services and solutions span the entire IT lifecycle and include, but are not limited to:
- Enterprise Performance & Risk Management: Project health, risk planning, audit response.
- Governance & Planning: Strategic planning, policy, contract, and acquisition management.
- Customer & Employee Experience: CX, EX, and customer-centric communication.
- Technology & Solutions: Enterprise architecture, solution engineering, analytics, cloud applications, custom development, systems/software engineering, T&E, IV&V.
- Operations & Maintenance (O&M): IT services management, cybersecurity, privacy, records management.
- IT Product Acquisition: Hardware and software not available through existing BPAs.
- Functional Areas: Program Management, Strategy, Standards Development, Requirements Development, Technology Refresh, Studies & Analyses, Cloud Computing, Web & Mobile App Design, System/Software Integration, Data Migration, Site Reliability Engineering, Cybersecurity, and Training.
Contract Details
- Contract Type: Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ). Task Orders (TOs) may be Firm Fixed Price (FFP), Labor Hour/Time and Materials (T&M), or Cost Reimbursement (CR).
- Period of Performance: One (1) 12-month base period and four (4) 12-month option periods, with an optional 6-month extension (total 5 years, 6 months).
- Set-Aside: The contract will feature both Unrestricted (Track 1) and Total Small Business Set-Aside (Track 2) competition. A minimum of thirty percent (30%) of the overall contract value will be awarded as Small Business Set-Asides.
- NAICS Codes: 541512 (Computer Systems Design Services).
- PSC Codes: DA01, D300, D301, D306, D307, D399.

Evaluation Factors (Draft)
Proposals will be evaluated in two phases: Phase I (Written Proposals) and Phase II (Oral Presentations for competitive range offerors). Evaluation factors, in descending order of importance:
- Technical: Significantly more important than Past Performance and Cost/Price. Includes Written Technical Approach and Oral Presentation (assessing Key Personnel).
- Past Performance: Assesses demonstrated record on recent and relevant contracts.
- Cost/Price: Evaluated for reasonableness and realism; not adjectivally rated. Factors 1 and 2 combined are significantly more important than Factor 3. Innovation, commitment to "Extreme Ownership," and effective use of Artificial Intelligence are considered "plus factors" for the Technical evaluation.
Additional Notes
Contractors must be actively registered in SAM. Quality Assurance requirements include ISO 9001 QMS Certification and CMMI Maturity Level 5 – Optimizing with Capability Level 3 – Defined certification. Strict adherence to HUD security, privacy, and reporting requirements is mandatory.
