Sources Sought Notice

This notice is issued by the U.S. Department of Housing and Urban Development (HUD) to conduct market research for the Technology Transformation Next Generation (H2TNG) requirement. The government is seeking to identify interested parties with the capability and resources to provide comprehensive IT Support Services and Technology Transformation solutions across HUD Headquarters, regional and field offices, and data centers. The results of this market research will help determine the acquisition method.

The contractor(s) will be expected to support various functional areas within the Office of the Chief Information Officer (OCIO), including but not limited to:

• OCIO front office

• Business IT Resource Management

• Chief Technology Officer

• Customer Relationship & Performance Management

• Chief Information Security Office

• Infrastructure & Operations

• Artificial Intelligence Officer

• Digital Business Officer

• The government is considering establishing multiple Blanket Purchase Agreements (BPAs) against Federal Supply Schedule (FSS) contracts.

• The acquisition is associated with NAICS code 541512 - Computer Systems Design Services.

• Multiple awards may be made.

• This is NOT a request for proposals; it is a request for capability information.

• Interested parties should submit a response by April 30, 2026.

• The subject line for emails should be: “FOUO\INFO: Sources Sought Notice NFNC-2026-0310 H2TNG– (Insert Your Company Name)".

• The government will evaluate market information to assess potential capacity regarding service scope, corporate resources, project management, and performance-based acquisition capabilities.

• No feedback or evaluations will be provided on submissions.

• Based on market research, the procurement may be set aside for small businesses or procured through full and open competition.

• Organization name, address, contact information, website, and ownership type.

• If holding a GSA contract, provide contract number(s) and applicable SIN(s).

• Tailored capability statements demonstrating organizational and staff capabilities.

• Details on anticipated subcontracting or teaming arrangements.

• Submission of information is voluntary and does not create a commitment for the government to issue a solicitation or establish an award vehicle.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the HUD Technology Transformation Next Generation (H2TNG) project, aiming to deliver comprehensive IT Support Services and Technology Transformation solutions across the U.S. Department of Housing and Urban Development (HUD) Headquarters, regional and field offices, and data centers.

The Contractor shall provide IT Support Services and Technology Transformation solutions supporting the Office of Chief Information Officer (OCIO) functional areas. This includes, but is not limited to:

• Enterprise performance & risk management, project health assessments, risk planning, TechStat management, audit response development.
• OCIO communications, governance, annual strategic planning, contract management, acquisition management.
• Customer experience (CX) and employee experience (EX) support.
• Enterprise architecture, solution engineering, technical governance, technology strategy.
• Systems/software engineering, test and evaluation (T&E), independent verification & validation (IV&V).
• Cybersecurity, privacy, and records management.
• IT services management, cloud computing, and web/mobile application development.
• Training, information technology facilities, and cybersecurity operational support.
• Identity, Credential, and Access Management (ICAM).
• Privacy policies, plans, and governance.
• Records management, customer experience, and training.

Services will be performed at Government or non-Government sites within the United States, U.S. commonwealths, and unincorporated U.S. territories. Specific locations will be defined in individual Task Orders (TOs).

• Compliance with all applicable federal and HUD policies, standards, and regulations.
• Utilization of Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Government-Off-The-Shelf (GOTS) products where feasible.
• Support for IPv6, Trusted Internet Connection (TIC), and standard computer configurations.
• Adherence to Enterprise Management Framework (EMF), Federal Identity, Credential, and Access Management (FICAM), and Service-Oriented Architecture (SOA).
• Compliance with ISO 9001 and CMMI Maturity Level 5 certifications may be required.
• Personnel security requirements, including background investigations and PIV card compliance.
• Reporting requirements, including quarterly reports on small business participation and veteran employment.
