Quick Summary

The Department of the Navy, through NAVSUP Weapon Systems Support Mech, is soliciting proposals for Hull Penetrators. This Solicitation is for 9 units (updated from 10) of critical material for shipboard systems, designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured). The opportunity is issued under Emergency Acquisition Flexibilities (EAF) and is a "DO" rated order for national defense use under the Defense Priorities and Allocations System (DPAS). Proposals are due February 13, 2026.

Scope of Work

The requirement is for Hull Penetrators to be manufactured in accordance with Teledyne Drawing 1080495 and EB specification EB-4749-Part Number 4749/1-100, with specific modifications detailed in the solicitation. These components are for crucial shipboard systems where failure could result in serious personnel injury, loss of life, or loss of vital systems/ship.

Key Requirements & Quality Assurance

Contractors must adhere to stringent quality and manufacturing standards, including:

  • First Article Approval (Government Testing): Required, involving destructive testing of two units at Portsmouth Naval Shipyard. These samples are not part of the contract quantity.
  • Material Certification: Quantitative chemical and mechanical analysis is required for specific parts (Body, Nut, Washer) made from QQ-N-286 material. Extensive testing certifications are mandated, including Non-Destructive Tests, Quality Conformance/Compliance Inspection, Ultrasonic Inspection, Dye Penetrant Inspection, and Annealing/Age Hardening.
  • Traceability: Strict traceability from material to certification test reports and Objective Quality Evidence (OQE) is essential for Level I/SUBSAFE materials.
  • Quality System: Contractors must maintain a quality system compliant with ISO-9001 (with ISO-10012 or ANSI-Z540.3 with ISO-17025) or an acceptable alternate (MIL-I-45208 with MIL-STD-45662).
  • Manufacturing: Internal threads must be cut, not cold-formed. Thread lubricants must not contain molybdenum disulfide; A-A-59004 must be used as a replacement. Specific welding and brazing procedures and qualifications are required.
  • Government Oversight: Government Quality Assurance at the source is required, and the place of performance cannot be changed without authorization.
