Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) issued by the National Oceanic & Atmospheric Administration (NOAA) for an annual Nationwide Human Mobility Data Subscription. • Data must be anonymized and free of personally identifiable information (PII).

• Data must have sufficient granularity to produce a daily estimate of the number of unique devices within an Area of Interest (AOI) in the US.

• A sample scenario (Attachment B - Stadium American Family Field Milwaukee.txt) must be provided, demonstrating data delivery and quality.

• Contract Type: Firm-fixed-price.

• Base Period of Performance: June 1, 2026 through May 31, 2027.

• Option Periods: Two additional one-year renewal options are available.

• Estimated Date to Issue Purchase Order: May 29, 2026 or earlier.

• Quotes are due no later than February 24, 2026 at 2:00 PM Eastern Time.

• Questions are due no later than February 17, 2026 at 2:00 PM Eastern Time.

• Quotes must be submitted electronically to the Contract Specialist and Contracting Officer.

• Quotes must be submitted in two volumes: Volume I - Non-Price Business Solution (max 10 pages) and Volume II - Price.

• Evaluation will be based on three factors: Technical Approach (most important), Sample Scenario, and Price. The non-price factors combined are significantly more important than Price.

• Prices must be held firm for 120 calendar days from the quote receipt date.

• This acquisition is unrestricted and open competition.

• Various small business representations and certifications are required.
