Submission & Evaluation
Offerors must submit proposals electronically via email to the Contracting Officer. Submissions require a Technical Volume (Volume I, 10-page limit), a Past Performance Volume (Volume II, including 4 Past Performance Questionnaires), and a Pricing Worksheet (Volume III, MS Excel format only). Bidders must use Attachment 2 for pricing and ensure their references complete Attachment 3 (PPQ) by the offer due date.
