Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional Spanish-to-English translation services and related support to the Foreign Affairs Office (FAO) of the U.S. Section, International Boundary and Water Commission (USIBWC). The USIBWC requires accurate and timely English translations of Spanish-language documents from the Mexican Section for operational, diplomatic, and engineering use.

• Translation Services: Translate approximately 32,200 words per month from Spanish to English, including various official document types. Occasional English-to-Spanish translations are also required.

• Formatting: Reproduce original document layouts in MS Word, PowerPoint, or approved formats, including tables, graphics, and diagrams.

• Document Management: Log, track, and distribute translated documents via email. Maintain Excel translation logs in OneDrive or SharePoint.

• Translation Tools: Utilize FAO-provided MemoQ translation memory and GovCraft machine translation plugin. Update translation memory databases and ensure all machine-assisted translations are human-reviewed.

• Meetings: Participate in weekly staff webinar meetings and quarterly binational webinar meetings.

• Confidentiality: All translated documents must be treated as confidential.

• Timeliness: Priority documents translated within one business day (80% compliance).

• Accuracy: Translations at least 90% accurate with no material errors; 100% accuracy in standard American grammar and usage.

• Formatting: 90% consistency in matching source document formatting.

• Log Maintenance: Logs updated within 2 days (90% compliance).

• Meeting Participation: 100% required attendance.

• Period: Base Year (12 months) plus 1 Option Year.

• Place: Work to be performed remotely at the Contractor's site.

• Staffing: Work must be performed by no more than 2 individual translators.

• Qualifications: Personnel must have documented experience translating complex technical, legal, engineering, and scientific documents. Demonstrated competency through previous work (e.g., Dept. of State), technical document submissions, client references, or certifications is required. Must be agency subject matter experts in translation memory and machine translation software.

• Security: All personnel must complete a NonSensitive Public Trust background investigation.

• Government Furnished Information: Access to glossaries, translation tools (MemoQ, GovCraft), historical files, and tracking systems will be provided.

• Contractor Furnished Items: Contractor must provide all necessary remote office equipment (computer, internet, etc.).

• Contract Type: Firm Fixed Price (FFP).
