Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the receiving, hauling, and lawful disposal of waste oil and oily waste from the NOAA Ship Thomas Jefferson while it is docked at the Port of Oswego.

• Provide all labor, equipment, materials, transportation, permits, and supervision for waste oil and oily waste pump-out.

• Connect to a 2” female camlock aboard the ship (approx. 22’ from the pierside deck).

• Receive and haul up to 1,500 gallons of combined waste oil and oily waste.

• Ensure all equipment is in good working order, leak-free, and structurally sound.

• From 30 June 2026 through 18 September 2026.

• The pump-out will occur once and be scheduled with 72 hours' notice.

• Any changes require 72 hours' notice and mutual agreement.

• Manage all legal, permitting, and cleaning requirements from reception to lawful discharge.

• Disposal must occur at licensed facilities compliant with federal, state, and local environmental regulations.

This document is a proposal from Sun Environmental Corp. responding to a potential future RFP/RFQ for black and grey water hauling services from the NOAA Ship Thomas Jefferson at the Port of Oswego to the City of Oswego POTW. • Costs are for each event not to exceed 8 hours portal to portal.

• The proposal is based on non-union, Oswego County-prevailing wages, portal to portal, weekday rates.

• This document is a proposal, not a solicitation. The actual RFP/RFQ is to be provided by Sun at a later date.

• Pricing assumes free and ready access to the work site and staging area.

• Delays not due to Sun will be billed at current Time and Material (T&M) rates.

• Demurrage of $150.00 may apply if loading/unloading exceeds one hour each.

• Quote assumes 20,000 gallons or less per pumping event.

• Sun can wash out tanker at Oswego County POTW after each event.

• Any off-specification charges assessed by the disposal facility are the Client's responsibility.

• Rates are estimates based on current discussions with NOAA and City of Oswego POTW.

• Sun will have an opportunity to requote when the RFP/RFQ is issued.

• Provide all labor, equipment, materials, transportation, permits, and supervision for waste oil and oily waste pump-out.

• Receive waste at the pier and transport it to a licensed, permitted disposal facility.

• The ship anticipates discharging up to 1,500 gallons of combined waste oil and oily waste.

• The service period is from June 15, 2026, through June 17, 2026.

• Changes to the period require mutual agreement and 72 hours' notice.

• Must be able to connect to a 2" female camlock aboard the ship (approx. 22' from the deck edge).

• Provide a reception vacuum truck.

• All equipment must be in good working order and free of leaks.

• Manage all legal, permitting, and cleaning requirements for disposal.

• Disposal must be at licensed facilities compliant with federal, state, and local environmental regulations.

• Provide a Declaration of Inspection or comparable manifest, including a sign-off sheet for a pre-operation conference.

Statement of Work (SOW)

To provide services for the collection, hauling, and lawful disposal of black water and gray water from the NOAA Ship Thomas Jefferson while it is docked at the Port of Oswego, NY.

• The contractor shall provide all labor, equipment, materials, transportation, permits, and supervision for the service.

• Services include pierside receiving of wastewater, hauling, and disposal.

• The ship will provide pumping to the pier via a 3" camlock hose; the contractor must connect to this and receive the pumped waste.

• The service period is from June 27, 2026, to September 25, 2026.

• Deliveries are expected within three days of the ship's arrival, with an initial expected arrival on June 30, 2026.

• Changes to the schedule require 72 hours' notice.

• Anticipated discharge: up to 45,000 gallons per month, with a potential for up to 60,000 gallons per month.

• Required capacity per bi-weekly visit: up to 30,000 gallons.

• A 21,000 gallon frac tank can be staged on the pier for the duration of the contract.

• Provide all necessary materials, equipment, labor, and transportation for reception and lawful discharge.

• All equipment must be in good working order, leak-free, and structurally sound.

• Provide proper stabilization and secondary containment for any staged storage tanks as required.

• Manage all legal, permitting, and cleaning requirements from reception to final discharge.

• Disposal must occur at licensed facilities compliant with all environmental regulations.

• The contractor may use the most cost-effective method for reception, stowage, hauling, and discharge, consistent with legal and logistical requirements.

• All contractor-owned equipment must be removed from the Port of Oswego within three business days after the service period ends.

• Manifest documentation for proper disposal must be provided upon request.
