Statement of Work (SOW) / Performance Work Statement (PWS)

To improve indoor air quality, enhance system hygiene, and increase the thermal efficiency of the HVAC system within Building 3400 by cleaning ductwork, repairing leaks, and replacing degraded chilled water line insulation.

• Comprehensive cleaning of HVAC ductwork and four (4) Air Handler Units (AHUs) on the ground floor, adhering to National Air Duct Cleaners Association (NADCA) standards.

• Inspection and repair of leaks in chilled water supply (CWS) and chilled water return (CWR) lines.

• Removal and replacement of damaged or missing insulation on CWS and CWR lines serving the AHUs, meeting or exceeding original specifications.

• All leaks must be successfully repaired with zero post-repair leakage.

• New insulation must cover 100% of specified piping without visible gaps or damage.

• Cleaning methods must adhere to NADCA standards.

• 100% of specified systems and components must be cleaned without damage.

• Period of Performance: 180 days, estimated from September 30, 2026, to March 28, 2027.

• Place of Performance: Building 3400, Hawaii Air National Guard Campus, JBPHH, Hickam AFB, HI 96853.

• Work Hours: Monday through Friday, 0700-1600, excluding recognized US holidays.

• Contractor personnel must possess required HVAC technician licenses/certifications for Hawaii.

• Compliance with all applicable Federal, State, and local codes and regulations.

• Adherence to installation access, security, and Force Protection Condition (FPCON) requirements.

• Completion of Antiterrorism Awareness Level I training within 15 calendar days of contract start.

• Development and submission of a Quality Control Plan (QCP).

• Development and submission of an OPSEC Plan.

• Contractor is responsible for lawful disposal of all removed materials.

• Field verification of all dimensions and quantities is required before bidding.

• Contractor must provide a 1-Year Workmanship Warranty.
