Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a comprehensive preventative and corrective maintenance program for the Heating, Ventilation, and Air Conditioning (HVAC) systems at Building 98, an aquatic training facility at Joint Base San Antonio, Lackland-Chapman Annex. The primary objective is to ensure optimal environmental conditions, protect facility assets from humidity and corrosion, and guarantee air quality for personnel.

• Provide all necessary labor, tools, materials, parts, and supervision to maintain listed HVAC equipment.

• Perform scheduled Preventative Maintenance (PM) tasks, including quarterly, semi-annual, and annual tasks for various systems (PoolPak Dehumidifiers, RTUs, Mini-Splits, Exhaust Fans, Boilers, Water Heaters, Circulating Pumps, Glycol Pumps).

• Conduct unscheduled/corrective maintenance as required, with government-issued work orders.

• Provide 24/7/365 emergency response for critical failures, with a qualified technician on-site within 4 hours.

• Manage hazardous and toxic substances safely and dispose of them environmentally.

• Provide a Spill Plan and an Environmental Protection Plan (EPP).

• Furnish and install new filters as part of the preventative maintenance schedule.

• Maintain equipment in a reliable, safe, and efficient operational state.

• Respond to emergency maintenance within 4 hours.

• Document maintenance activities, schedules, and reports accurately.

• Utilize Spill Plan effectively.

• Performance thresholds include a maximum of 1 defect per month for Maintenance, Emergency MX, and Activity Reporting, and 0 defects per month for Environmental Protection.

• The PWS applies to Building 98 – Aquatic Training Center at Joint Base San Antonio, Lackland-Chapman Annex.

• Work hours are 0630 – 1700 Monday through Friday, excluding specified holidays.

• Project Manager must have HVAC experience and sufficient English language skills.

• HVAC Mechanics and Technicians must have a minimum of 3 years' experience.

• Contractor must provide adequate workforce per work location.

• Contractor is responsible for all hazardous material handling and disposal.

• Contractor must develop and maintain a quality program and submit a Quality Control Plan (QCP).

• Contractor must comply with all federal, state, and base environmental laws and regulations.

• Contractor must comply with OSHA safety requirements and provide a Work Safety Plan.

• Contractor must obtain base identification, special clearances, and vehicle passes for personnel.

• Contractor must maintain specific insurance coverage (General Liability, Property Damage Liability, Automobile Liability).

• Contractor is responsible for damage to government/private property.

• Contractor must not use Class I Ozone Depleting Substances (ODS).

The government is conducting market research to identify contractors capable of providing the listed services. This is strictly for information gathering and not a solicitation for proposals.
