Statement of Work (SOW) / Performance Work Statement (PWS)

To provide biannual HVAC system maintenance services, HVAC system repairs, and electrical repairs for UT&C buildings at McGregor Range in Chaparral, New Mexico.

• Preventive Maintenance: Comprehensive inspection, cleaning, and maintenance of HVAC system core components. Services occur twice annually (April-May and October-November) and include filter changes, coil cleaning, refrigerant checks, electrical connection inspection, lubrication, thermostat testing, and potential upgrade/replacement of circuit breakers.

• General HVAC Repairs: Respond to service calls within 2 business days and complete repairs within 7 business days. Tasks include identifying and repairing freon leaks, recharging freon, repairing/replacing electrical connections and contactors, replacing blower modules and wheels, replacing motor control circuit boards and compressors, and other necessary repairs.

• Electrical Repairs and Installation: Respond to service calls within 2 business days and complete repairs within 7 business days. Tasks include identifying and repairing/replacing breaker boxes, circuit breakers, electrical outlets, lighting, ballasts, and unsafe wiring. The contractor will provide initial stock of replacement fluorescent lights, outdoor floodlights, and standard bulbs, and replenish them annually.

• Period of Performance: Base Year 1: April 20, 2026 - April 19, 2027. Includes three Option Years extending to April 19, 2030.

• Place of Performance: UT&C buildings located on McGregor Range, including specific locations such as IFC 15, IFC 17, IFC 19, IFC 22, IFC 23, TAC 18, TAC 24, TAC 16, Hawk 6, and Hawk 8.

• Non-Personal Service Contract: Contractor personnel are not supervised by the Government.

• Quality Control Plan (QCP): Contractor must develop and maintain a QCP, submitted within 10 days of award.

• Environmental Compliance: Contractor must comply with all applicable environmental laws and regulations and develop an Environmental Protection Plan (EPP).

• Reporting: Service Contract Reporting (SCR) is required annually via sam.gov.

• Key Personnel: Program/Contract Manager and Alternate Program/Contract Manager are required, with CVs submitted within 5 days of award.
