Purpose & Scope
This Sources Sought is for informational purposes only and seeks to identify organizations interested in and capable of providing comprehensive HVAC maintenance services for U.S. Army installations in the Netherlands. Specifically, services will be required at JFC NATO (Brunssum), USAG Brunssum, and APS Eygelshoven. The scope, detailed in the draft Performance Work Statement (PWS), includes scheduled preventive maintenance, inventory, and labeling of all HVAC components and systems. This encompasses a wide range of equipment, such as indirect/direct units, split units, boilers, furnaces, compressors, control systems, and various heating, cooling, and ventilation components.
Contract Details & Requirements
The anticipated contract will be a Firm Fixed Price IDIQ for five ordering periods, with performance expected to start in September 2026. Based on market research responses, the requirement may be procured through full and open competition. There is no set-aside specified for this Sources Sought.
Required Capabilities: Contractors must provide HVAC maintenance services in accordance with the draft PWS. Special Requirements:
- Contractor personnel must possess a Dutch "Verklaring Omtrent het Gedrag" (VOG).
- Specific certifications are required for F-gases (BRL 100, BRL 200) and combustion systems (SCIOS).
- Personnel must complete Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training.
- Compliance with Host Nation laws, Army regulations, and environmental standards (FGS-NL 2020, AR 200-1, AER 200-1) is mandatory.
