This amendment provides answers to questions raised by potential offerors regarding solicitation 1232SA2600600.

• Questions & Answers: The amendment includes responses to three questions.

• Question 1: Inquired about the availability of drawings, specifications, or submittal records for the existing unit, fresh air intake, or ALC BAS points. The Government stated that no such records are available at this time.

• Question 2: Asked to confirm if programming of the Automated Logic (ALC) BAS requires an ALC-authorized dealer or if a qualified third-party controls integrator is acceptable. The response clarifies that only authorized ALC providers may access or program the BAS. The unit must be BACNet compatible but also function as a stand-alone system without this connection.

• Question 3: Sought clarification on whether the Government will identify spaces requiring continuity of conditions during changeover for temporary cooling, or if this determination is left to the offeror. The Government's intent is for the unit installation to cause very little interruption. If downtime is required during business hours, temporary cooling will be necessary.

All other aspects of the original solicitation remain unchanged.

This is a combined synopsis/solicitation for commercial items to replace HVAC systems at the United States National Poultry Research Center (USNPRC) in Athens, GA. The acquisition is set aside for Total Small Business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing water source heat pump HVAC unit in B1 Room P104 at the United States National Poultry Research Center (USNPRC) in Athens, GA. This includes repairing the fresh air intake, connecting the new unit to the existing ALC BAS system, performing a factory start-up, and conducting Testing, Adjusting, and Balancing (TAB).

• Furnish all labor, supervision, materials, tools, equipment, and services for the replacement of the packed water source HVAC unit.

• Repair the fresh air intake with an automatic damper.

• Connect the new unit to the existing Building Automation System (BAS), including programming for graphics, control, and trending.

• Perform factory start-up, commissioning, and functional testing of the entire system.

• Provide a certified TAB report, O&M manual, As-built drawings, BAS drawings, and other system documentation.

• Work must be performed in occupied, operational facilities, minimizing disruption. Temporary cooling may be required.

• Demolition, fabrication, installation, coordination, and cleanup activities are included.
