Statement of Work (SOW) / Performance Work Statement (PWS)

• The Contractor must provide a Qualified Technical Representative familiar with the Carrier equipment.

• Period of Performance: June 8th, 2026, through May 21st, 2027.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226.

• Certifications: Contractor must be an authorized Carrier Transicold technician with experience in marine equipment and official access to OEM proprietary information. Joint Certification Program (JCP) registration is required for access to CG Yard drawings and technical information.

• Personnel Qualifications: Personnel must hold EPA Type IV (Universal) Certification. The Technical Representative must have demonstrated experience with the specified system.

• Site Visit: Offerors are urged to conduct a site visit.

• Security: RAPIDGate Program and/or Transportation Worker Identification Credentials (TWIC) are required for repeat access to the CG Yard.

• Safety: Contractors must comply with OSHA Shipyard Industry Standards (29 CFR 1915) and provide required personal safety equipment (hard hats, safety harnesses, safety glasses).

• Environmental: Contractors must comply with all federal, state, and local environmental regulations and CG Yard Environmental Management Systems.

• Quality: Compliance with ISO 9001 and ISO 14001 Quality and Environmental Management Systems is required.

• Government-Furnished Property: None.

• Contractor-Furnished Items: Contractor shall furnish all equipment and services not explicitly provided by the Government. This includes utilities hookup compatibility and hazardous material transport/disposal.

Statement of Work (SOW)

To inspect, service, and groom two ship service refrigeration units (Type 2 R-134A Low Temperature Refrigeration Plant, 1.76 Tons/Unit) located in the JP5 Machinery Space of the UCGC Campbell.

• Inspection: Visually inspect all major components of both reefer units, including condensers, compressors, receivers, accumulators, switches, motors, valves, and PLC equipment.
• Servicing: Service both units per Coast Guard Drawing 905 WMEC 516-022 and Technical Publication (TP) 4911. This includes changing unit filters and oil.
• Grooming: Thoroughly groom both AC units using TP 4911 as needed.
• Preservation: Prepare and coat all new and disturbed surfaces to match existing adjacent surfaces per SFLC Std Spec 6310.
• Operational Test: After work completion, test the reefer systems in the presence of a Coast Guard Inspector to demonstrate satisfactory operation.

June 8th, 2026 through May 21st, 2027.

• Certifications: Contractor must be an authorized Transicold Carrier technician with marine equipment experience and access to OEM proprietary information. Access to the Joint Certification Program (JCP) is required for drawings and technical information. Personnel servicing AC&R equipment must hold an EPA Technician Certification, Type IV (Universal).

• Technical Representative: A Qualified Technical Representative familiar with Carrier equipment must be provided to advise on proprietary information, assist with repairs, and ensure compliance with manufacturer procedures.

• Access & Security: RAPIDGate Program and/or TWIC may be required for repeat access to the USCG Yard. JCP certification is required for access to certain technical data.

• Safety: Compliance with OSHA shipyard industry standards (29 CFR 1915) and specific safety equipment (hard hats, harnesses, glasses) is mandatory. COVID safety practices must be followed.

• Environmental: Adherence to federal, state, and local environmental regulations, including CG Yard Environmental Management Systems, SWPPP, and SPCC plans. Proper transport and disposal of all removed materials are the contractor's responsibility.

• Quality: Compliance with ISO 9001 and ISO 14001 Quality and Environmental Management Systems.

• Material handling services for loading/unloading contractor machinery.

• Utilities: water, compressed air, and electricity (up to 200 amps, 480 volts).

• All equipment and services not explicitly provided by the government.

• Contractor must provide 48-hour notice for material handling services.

Offerors are urged to inspect the site. Failure to inspect will not be grounds for a claim after award.
