This is a pre-solicitation notice for non-commercial products. The government is procuring 2" NPS, Seamless, SCH 160 MIL-P-24691 pipe, Type 1 Grade TP316/TP316L (NSN: 1H 4710-01-626-8447 X2). This document provides instructions for submitting offers for a request-for-quote. Vendors are required to submit a quote that will be evaluated based on the specifications provided.

• Technical Confidence Submission: Vendors must provide applicable Non-Destructive Testing procedures (Ultrasonic Testing and Liquid Penetrant Test) in accordance with specified MIL-STD and MIL-DTL, including acceptance criteria. Evidence of compliance with Higher-Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C) is also required.

• Delivery Schedule: Offerors must indicate if they can meet the requested delivery schedule of 50 weeks after receipt of order. Failure to meet this schedule may result in resolicitation.

• Price: Lowest pricing terms for the requested items must be provided.

• Past Performance: Vendors must include at least three (3) relevant previous projects or contracts performed within the last five (5) years.

• The government will award a delivery order based on the Lowest Price Technically Acceptable (LPTA) evaluation.

• Evaluation Factors: Quotes will be evaluated based on:

  1. Technical Capability
  2. Delivery Schedule
  3. Price
  4. Past Performance

• Technical Capability Ratings: Acceptable ratings require technically acceptable Non-Destructive Testing and evidence of compliance with Higher Level Contracting Quality Requirements. Unacceptable ratings may result from a lack of acceptable technical data.

• Delivery Schedule Ratings: Acceptable ratings indicate the ability to meet the requested schedule; unacceptable ratings indicate failure to meet the schedule.

• Price Evaluation: Pricing data will be evaluated as Lowest Price Technically Acceptable. Failure to include pricing for all line items will cause rejection.

• Past Performance Evaluation: Vendor responsibility will be evaluated based on recent/relevant performance records. Vendors with no past performance will be rated "Acceptable". An "Unacceptable" rating will disqualify a vendor from further competition or award. Recent is defined as within five (5) years; relevant is defined as similar in scope and complexity.

• Vendors must be registered in the System for Award Management (SAM) database to be considered for award.
