Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for maintenance, inspection, certification, and repair services for material handling equipment at the U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center in Natick, MA. The objective is to ensure the effective operation and upkeep of various types of equipment, including forklifts, lifting devices, and hydraulic equipment.

• Equipment Covered: Gas and electric forklifts, lifting devices, chain falls, hoists, overhead lifts, lifters and stackers, gators, manual and electric walk-behind lifters, lifting tables, lifting baskets, trailers, and all hydraulic equipment located in Building 66.

• Services: Inspections, certifications, repair services, and preventive maintenance.

• Additional Services: Ability to purchase new equipment and inspect/certify pre-existing and newly purchased equipment.

• Equipment maintenance must be performed in accordance with ANSI B56.1-2020 (Safety Standard for Low, High Lift Trucks) and ISO 9001 standards.

• Load testing must be conducted in accordance with OSHA and Army Regulations.

• Contractors must supply all necessary tools, parts, equipment, and personnel.

• Contractors must be on call for services as needed.

• Period of Performance: Five years.

• Work Completion: Within ten working days of initial contact.

• Place of Performance: DEVCOM Soldier Center, 15 General Greene Avenue, Natick, Massachusetts 01760.

• Personnel Qualifications: Contractors must use factory-trained and certified technicians with demonstrated knowledge and expertise in hydraulic lifting equipment, diesel engines, load testing, vertical lift testing, electric vehicle repair, chain fall/overhead lift repair, and cargo trailer DOT compliance.

• Disassembly: Limit disassembly to the minimum extent necessary.

• Government Furnished Property: None anticipated. Government will provide in-house support for real property and utilities. Access to work areas will be coordinated.

• Security Clearance: Not required.

• Deliverables: Satisfactory completion of all requirements, provision of repair quotes before work, documentation of repair completion dates, and contact information for the technician.
