HYDRAULIC SHEAR MACHINE

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 using Simplified Acquisition Procedures (SAP). It constitutes the only solicitation, and a written solicitation will not be issued. Paper copies will not be available. The solicitation is for the procurement, installation, and training of one (1) Hydraulic Shear machine, set aside for a small business. No refurbished or used items will be accepted.

• One (1) Hydraulic Shear machine.

• The machine must meet specific salient characteristics including:

  • Capacity (Mild Steel): 0.500" Minimum
  • Capacity (Stainless Steel): 0.375" Minimum
  • Cutting Length: 120" Minimum
  • Cutting Angle: 2° Minimum
  • Cutting Speed: at least 9 SPM (at least 17 SPM in Fast Mode)
  • Back Gauge Travel (X): 48" Minimum
  • Main Motor Horsepower: 40 HP Minimum

• Machine features include manual & automatic blade gap adjustment, motorized CNC back gauge, servo motor driven back gauge, programmable back gauge retraction, stroke length adjustment, table with ball transfer, support arms, illuminated cutting line, oil cooling, and electrical cabinet cooling.

• Control features include Programmable Logic Control/CNC with features like linearization of blade gap curve, system memory for programmable jobs, USB port, auto cut function, anti-twist management, and cutting laser/light guide.

• Three (3) complete sets of physical technical manuals (operation, service, maintenance, part-listing) are required.

• Required Deliver Date (RDD): 12 Weeks ARO.

• Shipping term: FOB Destination.

• Warranty: 84 months against defects in parts after installation; 24 months on PLC and CNC; 60 months onsite limited labor warranty. Control, servomotors, and main spindle motor warranted for 12 months after installation.

• Proposal submission deadline: 23 February 2026, 1500 EST.

• Quotes must be emailed to MONICA.RICHARDSON@DLA.MIL.

• Award will be made based on Lowest Price, Technically Acceptable (LPTA).

• Evaluation factors: Technical capability, Price, and Delivery. Technical capability and price are substantially more significant than other factors.

• Required documents: Detailed (unpriced) capabilities statement, lead time, specifications (if alternate material), complete list of supplies, manufacturer name, and country of origin.

• Price reasonableness will be determined by requesting invoices, published price lists, or contract numbers.

• Quote format: Microsoft Word, Excel, or Adobe PDF, including price(s), POC, business size, CAGE Code, and payment terms.

• Quotes must be valid for a minimum of 30 calendar days.

• Payment Confirmation: WAWF PAID BY DFAS.

• Questions deadline: 19 February 2026, 1500 EST.

• This solicitation is set-aside for a small business.

• Vendors must be registered in the System for Award Management (SAM).

• Applicable clauses and provisions are in effect through FAC 2024-02 and DFARS Change Notice 01/22/2024. Contractors are responsible for familiarizing themselves with applicable clauses and provisions, accessible at https://www.acquisition.gov/.

• Installation and training shall be performed between 7:20 am and 3:50 pm, excluding federal holidays.

• Facility entry requirements include SECNAV 5512 and CNRMA Installation Access Screening Request forms, submitted at least four weeks prior to scheduled entry.
