• The closing date and time for proposal submission remains unchanged.

Statement of Need (SON)

To ensure the National Weather Service (NWS) Weather Forecast Office (WFO) in North Little Rock, AR, has an adequate supply of hydrogen gas in individual cylinders to perform scheduled weather balloon launches.

• Supply hydrogen gas to the NWS office at 8400 Remount Rd, North Little Rock, AR 72118.

• Deliver a maximum of 300 full 200 CF hydrogen cylinders over a 12-month period.

• Deliveries to be made at regular intervals, provided as individual cylinders.

• Deliveries are to be made on Tuesdays or Wednesdays.

• Provide nine (9) cylinders every two weeks, unless additional cylinders are needed (requiring 48-hour advance coordination).

• Pick up empty cylinders during the same delivery trip.

• Ensure cylinders are capped and marked as empty by NWS personnel.

• Minimum of 150 CF of hydrogen used daily.

• Maximum of 15 cylinders stored onsite.

• Deliveries must not interrupt normal Government business.

• Safety Data Sheets (SDS) must be provided.

• Place of Performance: NWS Upper Air Inflation Building, 8400 Remount Rd, North Little Rock, AR 72118.

• Period of Performance: 12 months (specific start date to be determined).

• All hydrogen must be in individual 200 CF cylinders.

• Contractor must coordinate with NWS for gate access.

• Contractor is responsible for all loading/unloading equipment.

• Cylinders must be securely strapped, placed neatly, and have caps loose with nozzles facing out.

• Adherence to all applicable safety and OSHA regulations is required.

• Evidence of delivery (signed receipt) is required.

• NWS has five (5) business days to report empty cylinders for replacement or invoice adjustment.

• Transition period coordination may be required if the contract is awarded to a new provider.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products, specifically hydrogen gas supply, delivery, and cylinder rental for the National Weather Service (NWS) Weather Forecast Office (WFO) in Little Rock, AR. This announcement serves as the only solicitation; no separate written solicitation will be issued.

• Purchase and delivery of hydrogen gas.

• Cylinder rental.

• Services to be performed in accordance with the Statement of Need (SON).

• The contract type is a firm-fixed-price contract.

• The anticipated base period of performance is July 1, 2026, through June 30, 2027.

• Four option periods are available, each for one year, extending through June 30, 2031.

• Questions Due: May 26, 2026, by 2:00 PM PDT.

• Quotes Due: June 2, 2026, by 2:00 PM PDT.

• Submission Method: Via the provided Quote Submission Form.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Quotes will be evaluated based on Technical Capability (Pass/Fail) and Price.

• Technical Capability: Must demonstrate ability to perform the requirement, including evidence of well-established distribution networks and hydrogen supply reliability.

• Price: Must adhere to the pricing structure in Section II and be based on the technical quote and SON.

• This acquisition is set-aside 100% for Women-Owned Small Business (WOSB) concerns.

• Offerors must have an active registration in the System for Award Management (SAM).

• Defense Priorities and Allocations System (DPAS) does not apply.
