Scope of Work
This contract requires comprehensive A-E surveying and mapping services, primarily hydrographic, for civil works projects within the Walla Walla and Portland Districts (WA, OR, ID), and potentially other USACE districts in the Northwestern Division (Seattle, Omaha, Kansas City). Services include, but are not limited to:
- Hydrographic Surveys: Multi-beam bathymetric, transect, and topographic bathymetric surveys for underwater structure analysis, navigation channels, riverbed conditions, and quantity determinations. May involve geophysical systems (side-scan sonar, sub-bottom profilers, ROVs).
- Land Surveying: Conventional and real-time GPS control surveys, geodetic control, cadastral/boundary surveys, topographic, engineering design, and construction surveys.
- Remote Sensing & Mapping: Aerial photography, LIDAR mapping, digital orthophotography, GIS creation (ESRI ArcGIS, SDSFIE standards), and CAD systems (Autodesk 2023).
- Specialized Surveys: Dredging measurement, deformation monitoring, Subsurface Utility Engineering (SUE), magnetometer, eel grass delineation, wreck/obstruction investigations. All services must be supervised by a Professional Land Surveyor, Certified Hydrographic Surveyor, or Photogrammetrist registered in the state(s) of performance.

Selection Criteria
Firms will be evaluated in accordance with FAR Subpart 36.6 and EP 715-1-7. Criteria are listed in descending order of importance:

- Specialized Experience & Technical Competence: In the specified work (items 2a-2t) over the last six years.
- Professional Qualifications: Education, registration, certification, training, and longevity of relevant experience (item 2u).
- Equipment Plan: Current possession or capability to readily obtain necessary instruments, equipment, hardware, and software.
- Knowledge of Locality: Demonstrated understanding of the Columbia, Snake, and Clearwater Rivers, their basins, and tributaries.
- Capacity: Ability to field up to two survey crews simultaneously and demonstrate rapid response capabilities.
- Past Performance: On government and private contracts (cost, quality, schedule) over the last six years, including PPIRS data and private industry documentation.

Interested small businesses must submit a complete Standard Form (SF) 330, Parts I and II, for both the prime and all subcontractors. The SF330 must specifically address all selection criteria in Section H, and Section F is limited to 10 projects combined.
