Hydrostatic / Ultrasonic Testing of Nitrogen Cylinders

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Department of Transportation (DOT) and International Standard Organization (ISO) recertification services for empty high-pressure nitrogen storage cylinders.

• Provide all services, labor, facilities, equipment, tools, parts, materials, and shipping costs for recertification.

• Recertification includes hydrostatic testing, drying, re-valving, and visual inspection of DOT and ISO high-pressure nitrogen storage cylinders.

• Ultrasonic testing may be performed upon TPOC request for DOT cylinders and is required for ISO cylinders.

• Cylinders will be de-valved, externally and internally inspected.

• Stamping of test date, month, year, and Requalification Identification Number (RIN) on the cylinder shoulder.

• Provision of DOT labels for cylinders after painting.

• One (1) Base Ordering Period of five (5) years: July 27, 2026 to July 26, 2031.

• Option to Extend Services (RFO FAR 52.217-8): July 27, 2031 to January 26, 2032.

• 100% reliability of equipment in the next higher assembly.

• 98% compliance with meeting the allotted time schedule.

• 100% compliance with all units accounted for.

• Surveillance via Direct Observation.

• Quality Control (QC): Contractor must develop and maintain an effective QC program.

• Quality System: Comply with ANSI/ASQC Q9002 (ISO 9002 & 9001:2008) or comparable system.

• Safety Requirements: Comply with LEAD-R 385-1, Army Safety Program, OSHA, NFPA, ANSI, DOD, UFC, DOT, and relevant CFR titles. Use appropriate tools and wear required Personal Protective Equipment (PPE).

• Training: Contractor employees must complete AT Level 1 Awareness Training, iWATCH Training, and OPSEC Training.

• Security: Comply with applicable installation, facility, and area commander security policies. Provide information for background checks.

• Delivery Schedule: Cylinders to be tested and delivered within fourteen (14) calendar days after notification of availability for pick-up.

• Special Qualifications: Contractor must be approved by and have a registration number issued by the DOT for retesting compressed gas cylinders.

• Government Furnished: 4,500 psi service pressure Nitrogen Storage Cylinders will be provided by the Government.

• Contractor Furnished: All other services, labor, facilities, equipment, tools, parts, materials, and shipping costs.

• Contractor's facility. Pick-up and delivery at Letterkenny Army Depot (LEAD), Chambersburg, PA.

• Services shall not be performed on recognized US holidays. Specific holidays are listed in the document.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quotation (RFQ) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The purpose is to procure recertification services for empty high-pressure nitrogen storage cylinders at Letterkenny Army Depot. This acquisition is set-aside for small business concerns.

• CLIN 0001: Hydrostatic Testing: Provide labor, materials, tools, services, facilities, parts, and equipment to perform hydrostatic testing of high-pressure nitrogen storage cylinders for the Department of Transportation (DOT) in accordance with PWS and OSHA requirements.

• CLIN 0002: Ultrasonic-ISO Testing: Provide labor, materials, tools, services, facilities, parts, and equipment to perform ultrasonic testing for ISO 10-year recertification of high-pressure nitrogen storage cylinders in accordance with PWS and OSHA requirements.

• Contract Type: IDIQ

• Period of Performance: Estimated 27 July 2026 to 26 July 2031 (5-year ordering period).

• Minimum Contract Value: $20,000.00

• Maximum Contract Value: $150,000.00

• Estimated Quantity per CLIN: 10 LOTs (1 LOT = 1 SET = 2 Storage Cylinders)

• Delivery & Acceptance Location: Letterkenny Army Depot, Chambersburg, PA.

• Lead Time: 14 calendar days after receipt of order.

• Submission Deadline: 05 June 2026 at 1200 Eastern Time.

• Evaluation Factors: Quotes will be evaluated on a best-value basis considering Technical, Past Performance, and Price. Award may be made to other than the lowest priced quote if technical merit warrants.

• Entry Gate Criteria: Quoters must provide proof of approval and a registered Requalification Identification Number (RIN) issued by the Department of Transportation (DOT).
