• Offerors are strongly encouraged to submit their quotation on Standard Form (SF) 1449.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for janitorial services for the DeSoto National Wildlife Refuge Visitor Center (VC).

• Weekly cleaning of approximately 12,000 sq ft of public use and office areas, including auditorium, exhibit areas, hallways, individual offices, four restrooms, and a multipurpose room.

• Restricted areas (Bertrand Cargo Area and Lab) are not to be accessed.

• Services to be performed once a week on Fridays, starting at 7 a.m. and ending upon completion.

• Specific tasks include:

  • Vacuuming all carpeted areas.
  • Cleaning entryway and interior windows/glass.
  • Sweeping and mopping non-carpeted floors.
  • Dusting surfaces.
  • Emptying wastebaskets and relining trash cans.
  • Cleaning public and employee restrooms.
  • Cleaning employee offices and hallway.
  • Cleaning employee breakroom.
  • Twice a year: Thoroughly clean interior windows and vacuum upholstered furniture.

• Cleaning must be performed in a sanitary manner.

• Contractor must adhere to safety requirements outlined in FWS Service Manual Sections 240 and 241.

• Contractor must wear appropriate apparel and Personal Protective Equipment (PPE).

• Contractor is responsible for damages due to fault or negligence.

• All accidents must be reported within 24 hours.

• Work is subject to inspection and acceptance by appointed inspectors.

• Contractor must develop and maintain a quality assurance program.

• Location: DeSoto National Wildlife Refuge Visitor Center, 1434 316th Lane, Missouri Valley, IA.

• Base Year: April 6, 2026, through April 5, 2027.

• Four option periods are available, subject to funding availability.

• Contractor to provide labor and cleaning materials. The Refuge will furnish supplies and equipment (cleaning products, vacuums, mops, etc.).

• Site visit is highly encouraged and expected.
