Statement of Work (SOW)

The U.S. Fish and Wildlife Service (Port Louisa National Wildlife Refuge) requires the fabrication and installation of a steel gooseneck service body on a Government-owned 2025 Chevrolet K3500 Silverado HD Diesel truck.

• Fabricate and install a steel gooseneck service body compatible with the specified vehicle.

• The service body must be suitable for field maintenance, equipment transport, and towing operations.

• Key components include:

  • Forward, center, and rear driver and passenger side boxes with lockable toolboxes and air shocks on doors.
  • 5-7 drawers on slides (steel or aluminum) for forward boxes.
  • Sized compartments for larger tools and equipment.
  • Rear box with a low-profile tailgate.
  • 30,000-lb rated gooseneck ball, integrated into the flatbed with a protective cover.

• Additional required components and installation:

  • Flatbed installation compatible with the vehicle frame.
  • Built-in rear work lights with accessible switches.
  • Mud flaps.
  • Plumbing of fuel intake (materials provided by manufacturer).
  • Installation of a 7-wire trailer plug and rear camera.
  • One (1) 75–100-gallon portable fuel tank with pump and hose reel, installed on the passenger side and wired to the vehicle.
  • 2.5-inch Class V hitch.
  • Headache rack with lights.

• Period of Performance: January 30, 2026 – April 26, 2026 (Note: A second date range is listed: February 16, 2026 - May 16, 2026. Clarification may be needed).

• Place of Performance: Awardee's service shop.

• Normal Duty Hours: Monday through Friday, 8:00 a.m. – 4:30 p.m.

• Provide all labor, materials, tools, and equipment.

• Coordinate pick-up, installation, and delivery with the Government Technical Coordinator.

• Pick-up and deliver the Government-owned vehicle if the awarded service facility is more than 140 miles from the Port Louisa NWR.

• Minimum one (1) year warranty against defects in materials and workmanship.

• Compliance with applicable DOT and OSHA safety standards.

• Installation must not void the vehicle manufacturer's warranty.

• The Government will provide the truck.

• Fully fabricated and installed steel gooseneck service body.

• All installed components tested and operational.

• Warranty documentation provided at completion.

• The Government will inspect the completed installation.

• Acceptance occurs upon delivery and confirmation that all requirements are met.

• Deficiencies must be corrected at no additional cost to the Government.

Amendment / Modification

This is a Request for Quotation (RFQ) for the fabrication and installation of a steel gooseneck service body for a vehicle at the IA - Port Louisa NWR. The government intends to award a firm-fixed-price order to the responsible offeror whose submittal documents conform to the requirements and offers the best value, considering technical specifications, technical experience, past performance, and price. Non-price factors will be considered approximately equal to price.

• Fabrication and installation of a steel gooseneck service body.

• The proposed unit must meet or exceed the salient characteristics outlined in the attached statement of work.

• Transportation of the vehicle to/from a service facility more than 140 miles from Port Louisa NWR will be at the awardee's cost. Transportation to/from a facility less than 140 miles will be at the Government's cost.

• Past performance will be evaluated based on CPARS. Offerors with no past performance record will not be evaluated favorably or unfavorably.

• All quoted prices must include any applicable delivery or pickup fees if the service facility is located more than 140 miles from Port Louisa NWR.

• Fabricate and install a steel gooseneck service body compatible with a 2025 Chevrolet K3500 Silverado HD Diesel.

• The service body must include:

  • Forward Driver and Passenger Side Boxes with lockable toolboxes, 5-7 drawers on slides, and air shocks on doors.
  • Center Driver and Passenger Side Boxes, lockable, with air shocks on doors, sized for larger tools.
  • Rear Driver and Passenger Side Boxes with lockable toolboxes and air shocks on doors.
  • Rear Box and Low-Profile Tailgate with a lockable rear storage compartment suitable for longer tools.

• The Government will provide the vehicle. Delivery and pick-up of the vehicle to service shops within 140 miles of Port Louisa NWR will be coordinated by the Government. If the awarded service facility is more than 140 miles away, the Contractor is responsible for pick-up and delivery.
