Request for Information (RFI)

This RFI is for informational and planning purposes related to the procurement of services for Immigration and Customs Enforcement (ICE) ERO LESA Consulting Services for technological innovation and business modernization. It does not constitute a request for proposal (RFP) or restrict the government to a specific acquisition strategy. The goal is to decrease time to award, encourage competition, and improve understanding of the procurement goals.

Respondents are asked to provide information on:

• How their organization maintains awareness of technology markets and industry trends.
• How they assess vendor maturity, market stability, and adoption trends.
• How they identify market risks (e.g., vendor lock-in, supply chain concerns).
• How they assess long-term sustainment, lifecycle costs, and workforce impacts.
• Their methodology for identifying enterprise-level gaps, inefficiencies, and risks.
• How they develop evidence-based problem statements.
• How they ensure modernization recommendations align with existing authorities and constraints.

The government is contemplating a five-year Firm-Fixed-Price (FFP) contract against GSA's OASIS Plus contract. The acquisition strategy is under development and may be influenced by responses to this RFI.

Statement of Objectives (SOO)

To obtain independent advisory and analytical consulting services to support Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) in identifying, assessing, and improving how ERO uses technology, data, and business processes to execute its law enforcement mission. The effort aims to provide ERO leadership with practical insights into available technologies, identify gaps and risks, and propose realistic options for addressing these issues.

The contractor will provide enterprise-level advisory, analytical, and coordination support to LESA (Law Enforcement Systems and Analysis) for technology scouting, technology forecasting, business modernization, and enterprise gap identification. This includes:

• Engaging with stakeholders to understand ERO mission priorities and challenges.
• Identifying and documenting enterprise-level capability gaps, inefficiencies, risks, and problem areas.
• Scouting emerging and established technologies relevant to ERO operations.
• Forecasting technology applicability and assessing maturity.
• Evaluating modern business practices and identifying opportunities for improvement.
• Conducting structured analysis of candidate technologies and modernization options.
• Developing objective, evidence-based recommendations.
• Coordinating modernization-related activities across ERO stakeholders.

The government seeks measurable improvements in readiness and decision quality. Key objectives include:

• Enterprise Problem Identification: Documented, prioritized catalog of gaps and problems with clear articulation of root causes.

• Technology Scouting and Forecasting: Sustained awareness of relevant technologies and trends.

• Mission-Focused Analysis: Assessments grounded in ERO operational workflows and constraints.

• Actionable Decision Support: Clear, objective recommendations supported by analysis.

• Institutionalized Modernization Practices: Repeatable, transparent processes for intake, evaluation, and tracking.

• Contract Type: Firm-Fixed-Price (FFP) contract or task order.

• Period of Performance: To Be Determined (TBD) for Base Year and Option Years.

• Offerors shall propose a Performance Work Statement (PWS) detailing their approach to achieve the SOO objectives.
