Sources Sought / Request for Information

This document is a Sources Sought notice issued by U.S. Immigration and Customs Enforcement (ICE) for market research regarding Medical Support Services. It is not a solicitation, and ICE is not seeking proposals at this time. The purpose is to identify potential sources, vehicles, and set-asides for future procurements.

The requirement encompasses pre-employment and post-employment medical, psychological, fitness, and drug testing services for ICE personnel nationwide and potentially worldwide. Services include:

• Pre-employment medical, fitness, and drug testing.

• Post-employment support for the Drug Free Federal Workplace Program, independent medical examinations, medical document reviews, and ancillary testing.

• 24/7 telephone notification capability for reasonable-suspicion drug/alcohol testing.

• Anticipated contract type: Firm Fixed Price.

• Structure: Base year plus four one-year options (5 years total).

• Estimated performance start date: September 2027.

Interested parties are asked to provide information demonstrating their capabilities in the following areas, as detailed in the attached Performance Work Statement (PWS):

• Employee Records Management System (SaaS or other, security, privacy, interoperability, FedRAMP/ATO status).

• Geographic Coverage (CONUS and OCONUS facilities or plans to achieve).

• Licensed Professionals (credentialing and verification processes).

• Surge and Flexibility Capabilities (experience with large-scale hiring events).

• Information Security and Privacy (HIPAA, Privacy Act, DHS/ICE compliance).

• Company profile, history, size (NAICS 621498), UEI number.

• Relevant experience, technical expertise, and alignment with existing GWACs.

Performance Work Statement (PWS)

This PWS outlines requirements for Medical Service Support (MSS) for U.S. Immigration and Customs Enforcement (ICE) personnel, encompassing pre-employment and post-employment medical, psychological, fitness, and drug testing services.

• Pre-Employment Services: Medical, fitness, and drug testing for selectees in accordance with HHS regulations.

• Post-Employment Services: Support for the Drug Free Federal Workplace Program, independent medical examinations, medical document reviews, and ancillary testing for ICE employees.
