• Experience Discussion Items: Specific questions are posed regarding experience in government/correctional facility teleradiology and managing high volumes of remote radiology reads, including strategies, tools, and workload management.

• Offerors shall only provide responses in the designated "Offeror Response" columns.

• Offerors shall NOT revise "Contract Reference Required Information" columns, add rows, change font size, or manipulate the document structure.

• Row height may be adjusted to fit responses, but the government will not re-manipulate it.

• Ensure all responses are fully visible.

• Offerors may submit past performance for predecessor companies, with an explanation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure coordinated teleradiology services for medical screening of TB through digital chest X-rays and for routine care of illness and injury through other digital radiographs.

• Provide teleradiology digital imaging services within designated IHSC facilities.

• Services include equipment provision, installation, testing, maintenance, and technical support.

• Mobile radiology services are required when on-site equipment is not feasible (e.g., transition phases, equipment failure).

• Teleradiology involves digital radiograph interpretation by licensed radiologists at a remote site.

• Primary use is single-view chest X-rays for TB screening, but other body part imaging is included for illness and injury management.

• Contractor must provide training to designated IHSC personnel on operating digital X-ray equipment.

• Services include interpretation, reporting, consultation, and image storage.

• Ensure compatibility with IHSC's Electronic Health Record (eHR) system for image links and reports.

• Provide radiology technicians (RTs) with orientation and annual training, including competency assessments.

• 24/7/365 availability of teleradiology services with >99.0% uptime.

• Scheduled maintenance downtime not to exceed 4 hours per site per month.

• Mean Time Between Failure (MTBF) for radiology equipment.

• Final interpretations to be completed within 4 hours of order placement.

• Critical imaging results to be communicated within 15 minutes of identification.

• Weekly, Monthly, and Quarterly reports to be submitted as specified.

• The contract includes a one-year base ordering period with four one-year option periods.

• Services are provided at designated IHSC facilities throughout the country.

• Transition-in and transition-out activities may require onsite work at government facilities.

• Contractor must provide board-certified radiologists with appropriate licensure and insurance.

• Radiologists must maintain current certifications and comply with all licensure and State law requirements.

• Adherence to various reference and compliance documents, including HL7, Joint Commission, ACR, OSHA, HIPAA, and DHS IT security standards.

• Robust IT security measures, including FedRAMP compliance for cloud services, are required.

• Contractor must develop and maintain a Quality Control Plan (QCP) and a Business Continuity Plan (BCP).

• Personnel require background investigations and may need specific security clearances.

• AI compliance and risk management plan is required if AI technologies are utilized.

Solicitation / RFP / RFQ

This document outlines a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for teleradiology support services. The acquisition is being conducted in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subparts 12 and 15.

• The primary purpose is to procure teleradiology support services as outlined in Attachment 1 - Performance Work Statement (PWS).

• Material and equipment costs not factored into proposed prices and not requested by the government will not be covered after contract award.

• Contract Type: Firm Fixed Price (FFP) IDIQ.

• Period of Performance: One 12-month base period, plus four 12-month option periods. The FAR clause 52.217-8 (Option to Extend Services) may allow for an additional six months.

• Minimum Contract Value: $500,000.00 during the base period.

• Maximum Contract Value: To Be Determined (TBD), calculated as 115% of the total proposed value of the base and all option periods.

• Funding: Will be obligated at the task order level, with one task order anticipated annually.

• Offerors are instructed to fill in the Contract Line Item Number (CLIN) table in Attachment 3 - Pricing Template. This template may be edited prior to award.

• Offerors may not propose an alternative CLIN structure.

• Evaluation factors will include Product Offering (go/no-go), Technical Capability, Past Performance and Experience, and Price. Technical Capability and Past Performance are considered more important than Price.

• This is a 100% Small Business set-aside.

• Locations are indicated in Attachment 1 – PWS, Appendix 2 – IHSC Facility Locations.

• A complete list of deliverables is in Attachment 1 – PWS.

• The document incorporates numerous FAR clauses and HSAR clauses by reference, covering areas such as inspection, deliveries, contract administration, special requirements, representations, certifications, and evaluation factors.

This solicitation is for teleradiology services for the Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC). The services will be provided in accordance with the terms outlined in sections A-M of this Request for Proposal (RFP).

• Teleradiology services including Chest X-Ray and Other Than Chest X-Ray.

• Services are to be provided at various ICE facilities across multiple states.

• A 120-day transition-in period is included.

• The contract will be a Firm-fixed-price (FFP) contract.

• The anticipated period of performance includes a base period of one year and four one-year option periods.

• The base period includes a 120-day transition-in period and a 245-day operational period.

• Offer Due Date: 07/07/2026 at 1200 CT.

• The solicitation is a Request for Proposal (RFP).

• Invoicing procedures will be managed through www.IPP.gov starting December 9, 2024. Registration on www.IPP.gov is required for payment.

• Invoices must match information in SAM.gov and include Unique Entity Identifier (UEI), invoice date/number, contract number, description, quantity, unit price, extended price, shipping details, discount terms, remit-to address, contact person for defective invoices, ICE Program Office designation, and invoice type (INTERIM/FINAL).

• Invoices can be submitted via email to Invoice.Consolidation@ice.dhs.gov or by mail.

• This acquisition is set aside for Small Business.
