Justification for Sole Source
iconectiv is identified as the only reasonably available source for the LEAP platform. LEAP is a subscription service offered exclusively by iconectiv under contract with the Number Portability Administration Center (NPAC). iconectiv provides unique and exclusive access to current carrier and related information for specified ported telephone numbers. Market research confirms that iconectiv is the sole approved provider for this essential data, with no other service providers authorized to offer it.
