Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Federal Highway Administration (FHWA), under the Department of Transportation, is soliciting proposals for a Firm-Fixed-Price purchase order to identify roadway design and infrastructure factors influencing Advanced Driver Assistance Systems (ADAS) in mitigating rural roadway departure crashes. This non-set-aside opportunity seeks to optimize ADAS performance by improving roadway geometric design and infrastructure. Quotations are due May 11, 2026, by 11:00 AM ET.
Scope of Work
The objective is to conduct a comprehensive review and assessment of geometric design elements and infrastructure factors that contribute to optimizing the performance of Roadway Departure (RwD) prevention ADAS technologies (e.g., LDW, LKA, LCA). Key tasks include:
- Task 1: Attend a kick-off meeting and develop a work plan.
- Task 2: Collect, extract, integrate, and evaluate roadway geometric design elements and infrastructure factors. This involves data-driven analysis, GIS, image-based extraction, historical crash data analysis (five years from award date), and safety analysis. Flexibility is allowed for data sources and tools, with Google Maps Platform being suggested but not mandatory, and LiDAR or other tools being acceptable.
- Task 3: Develop a comprehensive technical report.
- Task 4: Develop outreach materials, such as a peer-reviewed journal/conference paper or a webinar.
Contract & Timeline
- Contract Type: Firm-Fixed-Price (FFP) purchase order.
- Period of Performance: 30 months (24 months for project completion, 6 months for review) from the date of award.
- Set-Aside: None (Non-set-aside).
- Evaluation: Lowest Price Technical Acceptability (LPTA), with technical quotes rated acceptable/unacceptable.
- Quotation Due Date: May 11, 2026, by 11:00 AM Eastern Time (ET).
- Technical Questions Due Date: May 4, 2026 (now expired).
Submission Requirements
Quotations must include a Technical Quote (Technical Approach, Staffing Approach), a Price Quote (using the provided Pricing Worksheet as a separate Excel file), organizational information, and past performance examples. Submissions must be sent electronically in a SINGLE email not exceeding 10 Megabytes to both amy.morrissette@dot.gov and hecaacquisitionsandgrants@dot.gov. An active registration in SAM.gov is mandatory.
Key Clarifications
Recent amendments and Q&A sessions have clarified that while the Google Maps Platform is suggested, its use for data collection is not mandatory, allowing for alternative data sources like LiDAR. The PWS has been updated to require five years of crash data from the award date.
