Purpose

Scope of Work
The anticipated IDIQ contract will cover sustainment/restoration, modernization (S/RM) work, maintenance and repair/construction of building exteriors and interiors, demolition, hazardous material removal (e.g., asbestos, lead-based paint), and related incidental work. Services will be performed at U.S. Army Installations in the Kanto Plain, including Camp Zama, Sagamihara Family Housing Area, Sagami General Depot, Yokohama North Dock, and Akasaka Press Center. Task Orders are expected to range from JPY8,000,000 to JPY 100,000,000.
Contract Details (Anticipated IDIQ)
- Type: Firm Fixed Price Indefinite Delivery / Indefinite Quantity (IDIQ)
- Period of Performance: Base Period (3 years) plus Option Period 1 (2 years) and Option Period 2 (2 years + 6-month extension).
- Minimum Contract Amount: Guaranteed JPY 2,000 (Yen equivalent) per awarded IDIQ contract.
- Maximum Aggregate Contract Amount: $9,900,000 (Yen equivalent) for the entire IDIQ program, including all option periods.
Eligibility & Requirements
- Set-Aside: This acquisition is unrestricted.
- Licensing: Offerors must be registered and hold a construction contractor license under the law of Japan, as per DFARS 252.225-7042.
- Bonding: Offerors must provide a letter from their surety asserting their ability to obtain performance bonding capacity of at least JPY 300,000,000. Failure to provide this will result in disqualification.
Submission & Evaluation
- Response Due: February 20, 2026 (COB JST).
- Submission: Interested parties are requested to complete and submit a market research questionnaire (Attachment 3) to assess company experience, capabilities, and intent to participate.
- Future Evaluation (for eventual solicitation): Past performance information will be evaluated as significantly more important than price. Price will be evaluated for fairness and reasonableness. Past performance will be based on provided references, survey data, and independently obtained government data.
