This is a Sources Sought Notice for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract for Exterior and Interior Work at Kanto Plain, Japan. The government is seeking qualified construction firms. This announcement is not a Request for Proposal, and no costs incurred in responding will be reimbursed.

• The IDIQ contract will cover U.S. Army Installations in Kanto Plain, including Camp Zama, Sagamihara Family Housing Area, Sagami General Depot, Yokohama North Dock, and Akasaka Press Center.

• Scope of Service includes sustainment/restoration, modernization (S/RM) work, maintenance and repair/construction of building exteriors and interiors, demolition, hazardous material removal (asbestos, lead-based paint), and related incidental work.

• Task Orders will range from JPY8,000,000 to JPY 100,000,000.

• Type of Contract: Firm Fixed Price Indefinite Delivery / Indefinite Quantity (IDIQ).

• Period of Performance: Base Period (3 years) plus Option Period 1 (2 years) and Option Period 2 (2 years + 6-month extension).

• Minimum Contract Amount: Guaranteed JPY 2,000 (Yen equivalent) per awarded IDIQ contract.

• Maximum Aggregate Contract Amount: $9,900,000 (Yen equivalent) for the entire IDIQ program, including all option periods.

• Basis for Contract Award: Past performance information will be evaluated as significantly more important than price.

• Price Evaluation Factor: Offers will be ranked by Total Unit Price (Base Period and all Options). Price will be evaluated for fairness and reasonableness.

• Past Performance Factor: Evaluation will be based on provided references, survey/questionnaire data, and independently obtained government data.

• Performance Bonds: Offerors must provide a letter from their surety asserting their ability to obtain performance bonding capacity of at least JPY 300,000,000. Failure to do so will disqualify the offeror.

• This acquisition is unrestricted.

• However, offerors are required to be firms registered and holding a construction contractor license under the law of Japan, per DFARS 252.225-7042.

• The solicitation will include clauses authorized for construction effort in Japan, including FAR 52.236-7 (modified IAW DAFFARS 5336.507).
