Scope of Work
The anticipated scope includes, but is not limited to:
- Developing RFPs for Design-Build (DB) projects with secured spaces.
- Preparing full design plans and specifications for Design Bid Build (DBB) projects.
- Conducting site investigations, studies, reports, and evaluations.
- Preparing planning and programming documents (e.g., DD1391s, 35% design plans).
- Implementing ICD/ICS 705 requirements, including design for Sensitive Compartmented Information Facilities (SCIFs)/Special Access Program Facilities (SAPFs) and Construction Security Plan (CSP) compliance.
- Providing support for facility accreditation and TEMPEST countermeasure mitigations.
- Post Construction Award Services (PCAS) and technical reviews for DB execution.
- Developing cost estimates.
- Coordinating across multiple technical disciplines (architecture, interior design, landscape architecture, civil, structural, mechanical, electrical, telecommunications, fire protection, planning, geotechnical engineering, industrial hygienist).
- Identifying hazardous materials and recommending abatement methods.

- Period of Performance: One (1) base year with four (4) one-year option periods.

Set-Aside & Eligibility
This Sources Sought is solely for small business concerns. NAVFAC Atlantic is seeking to identify potential qualified Small Businesses, SBA certified 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB firms. Large business submittals will not be considered.
Submission Requirements
Interested parties must submit a brief Capabilities Package (Statement of Capabilities - SOC), limited to fifteen (15) pages (single-spaced, 12-point Times New Roman). The submission must address:
- Company Profile and Type of Business (refer to Attachment 1).
- Experience: Maximum of five (5) relevant projects within the past five years, demonstrating ability to respond to multiple/simultaneous Task Orders. Task Orders issued against basic contracts should be submitted.
- List of U.S. Territories and foreign countries where the firm has experience.
- Ability to meet U.S. citizenship requirements for personnel and policies for securely segregating work/data.
- Ability to provide an ICD/ICS 705 Subject Matter Expert (SME) and shielding specialist with active TS/SCI clearances by contract award.
- Details on teaming or joint ventures, if applicable, including compliance with FAR 52.219-14.
