IDIQ CONTRACT FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER SERVICES FOR RENOVATION/REPAIR OR NEW CONSTRUCTION OF FACILITIES WITH SECURED SPACES

Sources Sought Notice

This notice is a market survey to gather information for preliminary planning purposes for a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services for renovation/repair or new construction of facilities with secured spaces. The services will be for Naval Facilities Engineering Systems Command (NAVFAC) Atlantic and Pacific Area of Responsibility, and worldwide. This is NOT a Request for Proposal (RFP), and no contract will be awarded from this request. The information gathered will help determine the method of acquisition and whether a set-aside is appropriate.

The anticipated scope of work includes, but is not limited to:

• Developing RFPs for Design-Build (DB) projects with secured spaces.

• Preparing full design plans and specifications for Design Bid Build (DBB) projects.

• Conducting site investigations.

• Producing studies, reports, and evaluations.

• Preparing planning and programming documents (e.g., DD1391s, 35% design plans).

• Implementing ICD/ICS 705 requirements, including developing design requirements for Sensitive Compartmented Information Facilities (SCIFs)/Special Access Program Facilities (SAPFs) and ensuring compliance with Construction Security Plan (CSP).

• Providing support for the facility accreditation process.

• Incorporating TEMPEST countermeasure mitigations.

• Providing Post Construction Award Services (PCAS).

• Providing technical reviews for DB execution.

• Developing cost estimates.

• Coordinating across multiple technical disciplines (architecture, interior design, landscape architecture, civil, structural, mechanical, electrical, telecommunications, fire protection, planning, geotechnical engineering, industrial hygienist).

• Identifying hazardous materials and recommending abatement methods.

• Contract Type: Firm Fixed Price, IDIQ.

• Period of Performance: One (1) base year with four (4) one-year option periods.

• Estimated Maximum Amount: $490 million over the life of the contract.

• NAICS Code: 541310 Architectural Services (small business size standard $12.5 million).

• Interested parties are requested to submit a brief Capabilities Package (Statement of Capabilities - SOC).

• The SOC package must be single-spaced, 12-point Times New Roman font, and limited to fifteen (15) pages (inclusive of cover letters, tables of contents, and attachments).

• The submission must address:

  1. Company Profile and Type of Business (refer to Attachment 1).
  2. Experience: Maximum of five (5) relevant projects within the past five years, detailing role, award/completion dates, dollar value, scope, and customer information. Must demonstrate ability to respond to multiple/simultaneous Task Orders. Task Orders issued against basic contracts should be submitted, not basic contracts themselves.
  3. List of U.S. Territories and foreign countries where the firm has experience.
  4. Ability to meet U.S. citizenship requirements for personnel.
  5. Firm's policies, procedures, and controls for securely segregating work, data, and communications for U.S. citizenship-required task orders.
  6. Ability to provide an ICD/ICS 705 Subject Matter Expert (SME) and shielding specialist with active TS/SCI clearances by contract award.

• Limitations on Subcontracting: If considering teaming or joint ventures, provide details of parties, arrangement type, services, and qualifications. Evidence of compliance with FAR 52.219-14 is required.

• This Sources Sought is solely for small business concerns.

• NAVFAC Atlantic is seeking to identify potential qualified Small Businesses, SBA certified 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB firms.

• Large business submittals will not be considered.
