IDIQ for Electrical Utility and Facility AE Services to Support NAVFAC Atlantic and Pacific Area Of Operations, Worldwide

Sources Sought Notice

This notice is a market research tool issued by NAVFAC Atlantic to identify potential qualified small businesses capable of providing Architect-Engineer (AE) Services for electrical discipline. The government is seeking information to aid in developing its acquisition approach and does not intend to issue a solicitation or award a contract based on this notice.

The anticipated contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) for electrical discipline AE Services, primarily within the NAVFAC Atlantic Area of Responsibility Worldwide. Services include, but are not limited to:

• Utility and facility system master plans, engineering studies, surveying, and mapping.

• Electrical load and demand modeling, voltage drop, short circuit, and arc-flash studies.

• Infrastructure management, including condition assessment programs.

• Conceptual design, operations, and maintenance technical support for electrical substations, transmission, and distribution systems (up to 300 kV).

• Shore-to-ship power services (up to 15 kV).

• Advanced Metering Infrastructure (AMI), SCADA, and electrical controls.

• Electrification of buildings.

• Smartgrid, Microgrid, Bulk Energy Storage, Electric Vehicle (EV) charging technologies.

• Cybersecurity of electrical systems.

• Power quality, reliability, and resiliency analysis.

• Maintenance and acceptance testing of electrical equipment (per NETA specifications).

• Contract Type: Firm Fixed Price, Indefinite Delivery-Indefinite Quantity (FFP/IDIQ).

• Period of Performance: Base period of up to 12 months with potential for four (4), one-year option periods, not to exceed 60 months cumulatively.

• Estimated Maximum Amount: $90 million over the life of the contract.

• NAICS Code: 541330—Engineering Services, with a small business size standard of $25.5M.

NAVFAC Atlantic is seeking to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) businesses, SBA certified HUBZone businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB), or SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB).

• No contract will be awarded from this announcement.
• No reimbursement will be made for costs associated with providing information.
• Respondents will not be notified of the results of the evaluation.
