Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS), under the Department of the Interior, is soliciting proposals for a Blanket Purchase Agreement (BPA) for Laboratory Microplastics Analysis. This UNRESTRICTED opportunity seeks non-personal services for environmental sample analysis. Proposals are due May 13, 2026.
Scope of Work
The contractor will analyze environmental samples (water, soil/sediment, air dust) for microplastics (MP) using advanced spectral analysis and chemical imaging technology. This includes sample processing, extraction, and Agilent 8700 Laser Direct Infrared (LDIR) Chemical Imaging System analysis for MP detection, size determination (10 µm to 500 µm), and chemical composition. The Statement of Work specifies the use of a software MP library and collection of field/procedural blanks. Importantly, Amendment 0001 clarifies that proposals for microplastics analysis using the RAMAN method are not acceptable if they differ from the lab's current method, and micro-FTIR analysis is not accepted as an alternative.

Evaluation
Award will be made based on policies and procedures in FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Acquisition of Commercial Products and Commercial Services). Evaluation will prioritize non-price factors (Microplastic Experience, Technical Performance, Past Performance), which are of equal importance and collectively considered more important than price/cost.
Submission & Additional Notes
Quotations must be submitted via email to yvette_sornberger@ios.doi.gov. Bidders must acknowledge receipt of Amendment 0001. The BPA itself is not a contract; an enforceable contract exists only when a BPA Call order is placed and accepted. The contractor must furnish all facilities, labor, and materials. Samples require specific handling and storage (cool, dark, not frozen) and should be analyzed within 7-14 days of collection for best integrity. Attachment B provides the price schedule for a five-year period.
