Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain an Indefinite Delivery Indefinite Quantity (IDIQ) contract for hazardous waste removal services for the U.S. Salinity Laboratory in Riverside, CA. The goal is to ensure the safety of employees and research conducted at the laboratory by properly removing hazardous waste materials.

• The Contractor shall perform all professional services necessary for the packaging and removal of hazardous waste.

• Services include working with site personnel for timely pick-ups, providing all necessary licenses, permits, and bonds, and adhering to federal, state, and local code requirements, industry standards, and health and safety codes.

• The Contractor must comply with 40 CFR Part 263 and hold an EPA identification number.

• Proper use and maintenance of manifests (including e-manifests) and shipping paper records are required.

• The Contractor is responsible for containing and cleaning up any spills or discharges.

• The Contractor shall protect the work, site, and existing property during service activities.

• Safety and health matters are the exclusive responsibility of the Contractor, who must provide necessary barricades, warning lights, signs, and guards.

• The work site must be kept clean and free of debris, with disturbed areas restored to their original appearance and condition.

• Place of Performance: U.S. Salinity Laboratory, 450 W Big Springs Road, Riverside, CA 92507.

• Work will be conducted on regular business days (Monday-Friday), 8:00 AM to 5:00 PM Pacific, excluding federal holidays.

• Period of Performance: One (1) Base Year (03/01/2026 – 02/28/2027) and four (4) 12-month option years (through 02/28/2031).

• Pickup times are semiannual and as needed.

• Materials and equipment furnished must be standard products from manufacturers and the latest standard design.

• Contractor must sign in daily with USDA representative and abide by local, federal, and state security and safety regulations.

• Government-Furnished Property: NA.
