This solicitation is for an Indefinite Quantity (IDIQ) contract for painting services at Fort Stewart and Hunter Army Airfield, Georgia. The project is set aside for HUBZone small businesses.

The contract requires the contractor to furnish all plant, labor, materials, and perform all operations necessary for painting to buildings, miscellaneous structures, and appurtenances. This includes surface preparation, painting of interior and exterior surfaces, and cleanup. Specific tasks include demolition and removal, carpentry, caulking and sealants, glass and glazing, plaster repair, gypsum board work, refinishing of natural woodwork, and painting.

• Contract Type: Indefinite Quantity (IDIQ) with Firm Fixed Price.

• Period of Performance: Base Year (June 1, 2026 - May 31, 2027) with four Option Years (June 1, 2027 - May 31, 2031).

• Estimated Magnitude: Between $5,000,000 and $10,000,000.

• Bonds: Bid Bond, Payment Bond, and Performance Bonds will be required.

• Proposal Submission: Bids must be submitted in sealed envelopes to the address specified in Block 7 of SF 1442 by the date and time specified in Block 13a of the SF 1442. Fax submissions will not be accepted.

• Bid Due Date: May 28, 2026, at 2:30 PM EST.

• Bid Opening: May 28, 2026, at 2:30 PM EST at MICC Conference Room 111, 976 William H. Wilson Ave, Bldg. 621, Fort Stewart, GA 31314. Attendance is not mandatory.

• Questions Due: May 14, 2026, by 2:00 PM EST.

• Evaluation Criteria: Award will be made to the lowest priced responsible bidder based on price and price-related factors. Bids must be responsive to all material aspects of the IFB.

• Set-Aside: HUBZone.

• NAICS Code: 238320, with a size standard of $19M.

• SAM.gov Registration: Contractors must be registered in the System for Award Management (SAM.gov).

• No site visit is scheduled.

• No drawings are included with this solicitation.

• Contractors must acknowledge all amendments.

• Bidders must enter their CAGE code, UEI, Tax ID, and DUNS in Block 14 of SF 1442 (Page 2).

Amendment / Modification

This amendment modifies the solicitation W9124M26BA002 by extending the bid submission and opening times due to conference room unavailability.

Specifically:

• The solicitation closing date and time are extended from May 28, 2026, at 14:00 (2:00 PM) EST to May 28, 2026, at 14:30 (2:30 PM) EST.

• Section A - Solicitation/Contract Form (Response Due Time and Contract Issuing Office address updated).

• Offerors must acknowledge receipt of this amendment in their bid submission.

• The deadline for bid submission and opening has been extended by 30 minutes.

The contract requires furnishing all plant, labor, materials, and performing all operations for painting services. This includes, but is not limited to:

• Removal and replacement of deteriorated surfaces.

• Painting the interior and exterior of buildings, including surface preparation and cleanup.

• Painting miscellaneous structures and appurtenances.

• Contract Type: Indefinite Quantity (IDIQ)

• Period of Performance: Base Year (June 1, 2026 - May 31, 2027) with four Option Years.

• Estimated Value: $5,000,000 - $10,000,000

• Bonds: Bid Bond, Payment Bond, and Performance Bonds will be required.

• Proposal Submission: Sealed bids are required. Hard copies and CDs shall be hand-delivered or mailed to the address in Block 7.
