DESCRIPTION OF WORK: The work to be performed under this contract consists of furnishing the equipment and services indicated in the Bid Schedule. The Contractor will furnish said equipment with operators and all necessary materials, equipment, supplies, labor, transportation, including fuel, power and water and perform all work assigned in accordance with specifications. Work items that will be accomplished utilizing this contract consist of waterfowl impoundment construction, road construction and maintenance, clearing forest openings for wildlife, various forestry activities, disposal area maintenance, and levee construction and maintenance of federal flood control projects in Alabama and Mississippi. The North American Industry Classification System (NAICS) code for this project is 237990. The size standard is $45,000,000.

The Government intends to award a Firm Fixed Price contract pursuant to this solicitation. This contract shall be an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) to support U.S. Army Corps of Engineers, Mobile District, for the rental of construction equipment with operators for disposal area maintenance in various locations under the jurisdiction of the Tennessee Tombigbee Waterway, Okatibbee Lake, and Wildlife Mitigation Lands.
Contractors shall complete all work under their contract in accordance with schedules that are established in each Task Order. Work will vary from site to site, or location, and will require extensive knowledge of dredging construction projects. The Contractor will furnish said equipment with operators and all necessary materials, equipment, supplies, labor, transportation, including fuel, power and water and perform all work assigned in accordance with specifications. The contract entails waterfowl impoundment construction, road construction and maintenance, clearing of forest openings, clearing of fire lanes for control burning, reforestation, agricultural plantings, various forestry activities, disposal area maintenance, levee construction and maintenance, and maintenance of Federal flood control projects.

Note No. 5: It is anticipated that this solicitation will not have bid options. However, optional bid items may be added if it is determined to be in the Government’s best interest.
Note No. 6: Award of task orders is entirely contingent upon the Government securing all required environmental permits/clearances, real estate and execution of necessary project cooperation agreements with non-federal interests and subject to availability of funds.

Note No. 9: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet based system, and specifics will be contained in the RFP solicitation package available exclusively from beta.sam.gov. Other forms of communicating RFIs to the Government will not be honored. The Government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
