Scope of Work
The Government is seeking industry capability to provide a recurring, one-day training course focused on intensive, hands-on practice of core life-saving medical procedures using high-fidelity simulation. The estimated annual workload is nine iterations per year, with a class size of 16 students. Key areas of training include:
- Hemorrhage Control (wound packing, tourniquets)
- Airway Management (supraglottic airway insertion, surgical cricothyrotomy)
- Vascular Access (peripheral IV, saphenous vein cutdown, IO access)
- Thoracic Injury Management (needle decompression, chest tube insertion)
- Basic Surgical Skills (suturing, knot-tying)
Training facilities must be within a 30-mile radius of METC on Joint Base San Antonio-Fort Sam Houston, TX. Instructors must be qualified in emergency, trauma, or critical care medicine, maintaining a 1:16 instructor-to-student ratio for group instruction and 1:1 for individual skills evaluation. The pricing structure is anticipated to be Firm-Fixed-Price (FFP) per student.

Requested Information
Interested parties are requested to submit a response limited to 10 pages, addressing:
- Part A: Market Survey / Questionnaire: Company details (name, address, CAGE, UEI, POC, business size/status), confirmation of capability, and intent to propose.
- Part B: Statement of Capability (Narrative Response): Describe company capabilities, approach, relevant experience (especially with military organizations), instructional philosophy, facilities, and simulation technology. Feedback on the Statement of Need (SoN) and alternative solutions are encouraged.
- Part C: Completed Pricing Schedule: Provide estimated market pricing using the template in Attachment 2.
