This notice is for informational and planning purposes only, issued by the Indian Health Service (IHS) to conduct market research. The goal is to determine the availability and capability of Indian Economic Enterprises (IEE) and other responsible sources to provide non-personal OB/GYN Physician healthcare services. Responses will help the government determine an appropriate acquisition strategy, potentially including a set-aside under the Buy Indian Act.

• Provision of qualified OB/GYN physician services.

• Services to be performed in accordance with an attached Performance Work Statement (PWS).

• Compliance with all applicable federal, state, tribal, and local laws and regulations, as well as professional licensing, credentialing, and accreditation standards.

• Anticipated Contract Type: Firm-Fixed-Price (FFP) purchase order.

• Period of Performance: One (1) year base period, with four (4) one-year option periods.

• Place of Performance: Cheyenne River Service Unit, Cheyenne River Health Center (CRHC), Eagle Butte, South Dakota.

• Interested parties are requested to submit capability statements demonstrating their ability to perform the requirement.

• Capability statements should include: General Capability Assessment, Relevant Experience and Performance History, Technical Capability, Business Information (UEI, organization name/address, POC, business size/socioeconomic status, NAICS codes, IEE status if applicable), and Contract Vehicles (if applicable).

• Submission Deadline: May 20, 2026, at 12:00 p.m. Central Daylight Time (CDT).

• Format: Max 10 single-sided pages, 12-point font minimum, Microsoft Word or PDF, 8.5 x 11 inches, 1-inch margins.

• Market research specifically seeks to determine the availability of Indian Economic Enterprises (IEE).

• Consideration for a set-aside under the Buy Indian Act is being evaluated.

• This is NOT a solicitation or commitment to contract. No costs for preparing a response will be reimbursed.

• The anticipated NAICS code is 561320 – Temporary Help Services, but other codes may be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure uninterrupted OB/GYN services on an as-needed basis for patient care at the Cheyenne River Health Center (CRHC) in Eagle Butte, South Dakota. The physician will provide medical and surgical care to women, focusing on pregnancy, childbirth, and reproductive system disorders, including preventative care, prenatal care, STD detection, and family planning.

• Provide OB/GYN physician services for the Cheyenne River Indian Health Service Hospital.

• Services are non-personal health care services, with the contractor acting as an independent contractor.

• Cover the range of medicine typically provided in a rural civilian practice of similar size.

• Services include outpatient procedures (colposcopy with biopsy, endometrial biopsy, cryosurgery, vulvar biopsy) and inpatient/ER/UCC consultations.

• Advise patients on health promotion and disease prevention.

• May preceptor Nurse Practitioners, Physician Assistants, and Medical Students with Clinical Director approval.

• Utilize RPMS/EHR computer software for medical orders and documentation.

• Maintain Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications.

• Follow IHS Purchased Referred Care regulations for referrals and consults.

• Use the IHS formulary for prescriptions.

• Ensure strict compliance with HIPAA and other privacy regulations.

• Documentation of patient records must be accurate, correct, and complete within 24 hours of the patient visit (100% standard).

• Prompt and continuous coverage is required, with a 100% standard for ensuring no gaps.

• Credentialing documentation must be submitted within 3 business days (100% standard).

• Failure to meet performance standards may result in a 5% deduction from invoices, with potential increases for subsequent deficiencies.

• Period of Performance: Base Year: July 1, 2021 - June 30, 2022, with four option years extending through June 30, 2026.

• Place of Performance: Cheyenne River Health Center, Inpatient Department, 24276 166th Street Airport Road, Eagle Butte, South Dakota 57625.

• Work Schedule: Every Tuesday and Wednesday, 8:00 a.m. - 8:00 p.m., with a 30-minute lunch break. No work on Federal Holidays. Hours are subject to change.

• Personnel: Must have an MD or DO degree, a minimum of 3 years of experience as an OB/GYN Physician (preferably residency-trained), and be board certified or board eligible by the American College of Obstetrics and Gynecology.

• Licensure/Certification: Maintain a current, active, unrestricted license in at least one US state. Maintain BLS and ACLS certifications.

• Background Checks: Government will conduct state criminal history checks and FBI fingerprint-based checks.

• Government Furnished: Office space, desk, chair, office supplies, copy machine, tele-fax, telephone services, medical and non-medical supplies, and appropriate Personal Protective Equipment (PPE).

• Contractor Furnished: Stethoscope, pen lights, physician coat. Contractor is responsible for taxes, meals, travel, transportation, lodging, and per diem.

• Government Housing: Available at prevailing rates if applicable, paid by the contractor.

• Orientation: Mandatory facility orientation prior to providing services.

• Quality Improvement: Participation in QI/RM activities is required.

• English Language: Provider must read, understand, speak, and write English fluently.

It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation, and for resultant contracts.

• Self-Certification: Offerors must certify whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Eligibility Period: The enterprise must meet the definition throughout the offer period, at contract award, and during the full contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility, and awards may be subject to protest.
• Registration: Successful Offerors must be registered with the System of Award Management (SAM).
• Penalties: False or misleading information is a violation of law, punishable under 18 U.S.C. 1001, and false claims are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
