This notice is for market research to determine the availability of Indian Small Businesses Economic Enterprise (ISBEE) and Indian Economic Enterprises (IEE) for blood bank services for the Indian Health Services (IHS) Great Plains Area (GPA) Cheyenne River Health Center in Eagle Butte, SD. The anticipated NAICS code is 621991 (Blood and Organ Banks).

• Supply of Blood Units and Blood Components for the Cheyenne River Health Center.

• Services will supplement the local laboratory staff's capabilities by providing higher-level testing and blood component supply.

Statement of Work (SOW) / Performance Work Statement (PWS)

The purpose of this contract is to provide the Cheyenne River Health Center (CRHC) with blood and blood services, including all necessary blood components for transfusion and related services, to support their mission of providing quality healthcare to the Native American population.

• Provide all blood components needed for transfusion (e.g., FFP, platelets, irradiated blood products, RhoGam, CMV negative packed red blood cells, AS-3 red blood cells, AS-C red blood cells leukocyte reduced).

• Provide reference laboratory and apheresis products.

• Deliver 6 units of packed red blood cells (pRBC’s) bi-weekly (3 O Positive, 3 O Negative).

• Manage returns of blood products with expiration dates of 14 days or more, with CRHC responsible for a 50% restocking fee.

• CRHC will be charged a 100% restocking fee for returned units with less than 14 days to expiration.

• Provide emergency replacement of blood products upon depletion of current stock.

• Offer stat delivery capability within a 200-mile drive for emergency replacements, with associated charges.

• Contractor must be a Blood Center accredited by the U.S. Food and Drug Administration.

• Contractor must provide and maintain American Association of Blood Banks (AABB) Accreditation.

• Adherence to Title 21 of the Code of Regulations, AABB Standards, and BSI policies and procedures is required.

• Contractor must hold Clinical Laboratory Improvement (CLIA) certification.

• Implement a quality control program with an inspection system for all services, identifying deficiencies before performance becomes unacceptable.

• Maintain a file of all inspections and corrective actions, available to CRHC upon request.

• Base period plus two option years.

• Deliveries are to the Cheyenne River Health Center.

• Blood products must be stored in a refrigerator maintaining required temperatures as per regulations, equipped with continuous temperature monitoring.

• Returns of blood must use supplier-provided blood boxes and follow supplier instructions.

• The Contracting Officer’s Representative (COR) is Daniel Donnell. The COR monitors technical progress, interprets the SOW, conducts technical evaluations and inspections, and assists with technical problem resolution.
