This Invitation for Bid (IFB) is for the sale of scrap rubber tires, vehicular, with or without rims, located at or near DLA Disposition Services Fort Hood, Texas. The Defense Logistics Agency (DLA) Disposition Services is offering a three (3) year term Public Sales contract for scrap tire removal. The goal is to award an environmentally responsible and economically viable contract that reduces disposal costs and diverts tires from landfill.

• Procurement of scrap rubber tires (vehicular, with/without rim).

• Purchaser is responsible for appropriate disposal or recycling in compliance with all pertinent laws and regulations.

• Tires will be on pallets with banding and shrink wrap. Purchaser may leave pallets but must take shrink wrap and banding.

• Removal and loading must be completed Monday-Friday, 08:00 AM - 2:30 PM CST, excluding federal holidays.

• Bidders are encouraged to perform a pre-bid site inspection.

• Contract Type: Three (3) year term Public Sales contract.

• Performance Period: 36-month base period with two (2) 12-month option periods available. A six (6) month extension may be offered at the Agency's discretion.

• Minimum Guaranteed Quantity: 75,000 LBS per item (Table 1).

• Maximum Allowed Quantity: 700,000 LBS per item (Table 1).

• Bids must be submitted via email only to: dla.sales@dla.mil.

• Offer Closing Date/Time: March 27, 2026, 1:00 pm EST.

• Bids must be entered as a price per unit not to exceed five (5) decimal places. Minimum bid is $0.00001 per unit.

• The bid must remain valid for 90 calendar days from the bid opening.

• Evaluation will be based on the highest priced, responsive bid from a responsible bidder.

• Bidders must not be excluded from federal programs (check SAM.gov).

• Bidders must possess necessary permits/licenses, experience, organization, and technical qualifications.

• A pre-award survey will be conducted for the Apparent High Bidder (AHB).

• Inspection Period: Begins February 27, 2026, 08:00 CST, by appointment only.
