This Invitation for Bid (IFB) is for the one-time sale of approximately 54 used pole mount transformers, with an estimated total weight of 28,386 lbs. The sale is being conducted by the Defense Logistics Agency (DLA) Disposition Services at Selfridge Air National Guard Base, MI.

• The material is classified as non-PCB (less than 50 PPM PCB).

• Transformers are intact and unbroken. Any leaks found during removal must be fixed by the Generator before removal.

• Intent to export transformers outside of the U.S. for recycling is NOT authorized and will result in bid rejection.

• Bidders are encouraged to perform a pre-bid site inspection.

• This is a one-time sale.

• Starting Bid Price: $0.01/LB.

• The contract will be awarded to the highest responsive and responsible bidder.

• Offer Closing Date/Time: 03/31/2026, 1:00pm EST.

• Bids must be submitted via email to dla.sales@dla.mil using SF114 and SF114A forms.

• Bids must be entered as a price per unit not to exceed three decimal places (e.g., 0.010).

• Minimum bid is $0.010 per unit of issue.

• The highest priced bid will be determined by the total contract price.

• Awarded company must possess all appropriate licenses or have subcontractors with appropriate licenses.

• A Pre-Award Survey will be conducted for the Apparent High Bidder (AHB).

• No specific set-aside is mentioned.

• Bidders must not be officially indebted to the Government or excluded from Federal programs.

• Inspection Period: TBD, by appointment only (requires 5 business days advance notice).

• Removal: Monday-Thursday, 6:00 AM - 4:00 PM Local Time. Removal must be completed within 30 calendar days of award.

• Loading: Government will not load; Purchaser is responsible for equipment and loading.

• Payment: Full payment must be received prior to removal of property. Acceptable payment methods include EFT, ACH, or credit card. Checks or paper financial instruments are NOT accepted.

• Storage charges may be implemented for property not removed within 30 calendar days.
