Solicitation / RFP / RFQ

This Invitation for Bid (IFB) is for the sale of scrap tires. The Defense Logistics Agency (DLA) Disposition Services is offering a three-year term public sales contract for scrap tire removal. The goal is to award a contract that is environmentally responsible and economically viable, reducing disposal costs and diverting tires from landfills.

• Procurement of scrap rubber tires, vehicular, with or without rims.

• Purchaser is responsible for appropriate disposal or recycling of tires in compliance with all pertinent laws and regulations.

• Tires are to be removed from the designated DLA Disposition Services San Antonio location.

• Packing: Tires are on pallets with banding and shrink wrap. Purchaser may remove pallets but must take shrink wrap and banding.

• Loading and Removal: Monday-Friday, 08:00 AM - 01:30 PM CST. Purchaser must respond to removal requests within three business days. Government will tailgate load property.

• Inspection: Bidders are encouraged to perform a pre-bid site inspection. 24-hour notice is required.

• Contract Type: Three (3) year base period with two (2) 12-month option periods available. A six (6) month extension may be offered at the Agency's discretion.

• Minimum Guaranteed Quantity: 720,000 LBS (Vehicular and Aircraft Tires).

• Maximum Allowed Quantity: 1,080,000 LBS (Vehicular and Aircraft Tires).

• Payment: Invoiced monthly based on transactions from the 25th of the previous month to the 24th of the current month. Payment due within 30 calendar days of the bill. Acceptable payment methods include EFT, ACH, or credit card. Checks and other paper instruments are not accepted.

• Bids must be submitted via email only to dla.sales@dla.mil.

• Offer Closing Date/Time: March 18, 2026, 1:00 PM EST.

• Bids must be submitted using SF114 and SF114A forms.

• Bid price is per unit of issue, not to exceed five decimal places. Minimum bid is $0.00001 per unit.

• The contract will be awarded to the highest responsive, responsible bidder.

• Bids must remain valid for 90 calendar days from the bid opening.

• No specific set-aside is mentioned.
