Solicitation / RFP / RFQ

This Invitation for Bid (IFB) is for the sale of Expended Small Arms Cartridge Casings (ESACC) under a 24-month term sales contract. The material is offered "as-is/where-is" with no guarantee of suitability for reloading. Exports are prohibited.

Two authorized end uses are permitted:

1. Reloading: ESACC cannot be reloaded in Hawaii; any ESACC intended for reloading must be shipped to the Continental United States (CONUS). The purchaser is responsible for shipping costs. Facilities used for reloading are subject to government inspection.
2. Recovery of material content: If not reloaded, ESACC must be mutilated. No ESACC may be reloaded in Hawaii or kept in its original form. The purchaser is responsible for shipping costs to the mutilation location. Facilities used for mutilation are subject to government inspection.
