Quick Summary

The Defense Logistics Agency (DLA) Disposition Services is conducting a one-time Invitation for Bid (IFB) 33-6024 for the sale of Expended Small Arms Cartridge Casings (ESACC) located in Tucson, AZ. This opportunity is for the sale of surplus property, not a service contract. Bids are due by June 08, 2026, at 1:00 p.m. EST.

Scope of Sale

This IFB offers ESACC for two authorized end uses: reloading and recovery of material content. The material is sold on an "as-is/where-is" basis, with no guarantee that all cartridges are suitable for reloading. The government guarantees a minimum total weight per item as listed in Table 1 of the IFB. ESACC are considered Material Potentially Presenting an Explosive Hazard (MPPEH) until certified as Material Documented as Safe (MDAS). Export outside the U.S. is strictly prohibited. Bidders must demonstrate the capability to remove all purchased items. Visual references for the types and packaging of ammunition are available in "Attachment A."

Contract Details

This is a one-time sale, and the contract will be awarded to the highest responsive and responsible bidder. The bid price is a firm fixed price per unit of issue (weight), with a minimum bid of $0.01000 per unit. Bids must remain valid for 90 calendar days from the bid opening.

Submission & Evaluation

Bids must be submitted using Standard Form 114 (SF114) and Standard Form 114A (SF114A). SF114A is used to enter unit and total pricing for specific items, while SF114 is the overall bid and award form. The highest cumulative bid will determine the Apparent High Bidder (AHB), who will then undergo a pre-award survey.
