Scope of Work

The contractor will be responsible for the complete supply and manufacture of steel castings, as USACE will not provide steel, patterns, personnel, or equipment. Key deliverables include:

  • 80 Horse Boxes (Cast Steel: ASTM 148, Grade 80-50)
  • 160 Quoin Blocks (Cast Steel: ASTM 148, Grade 80-50)
  • 80 Quoin Stays (Cast Steel: ASTM 148, Grade 80-50 OR ASTM A27, Grade 65-35 Class 2 or better) All castings must conform to referenced ASTM standards and the provided blueprints (Attachment 1). Deliverables must be ready for instant assembly, with heat numbers stamped or cast on each piece. The contractor must provide physical and chemical certification/analysis reports at the time of delivery to demonstrate compliance with ASTM 148, Grade 80-50. Non-destructive testing (NDT) requirements are limited to these certifications. Paint application is not required, as USACE personnel will apply coatings.

Contract Details

  • Contract Type: Implied Firm Fixed Price.
  • Period of Performance: Deliverables are due no later than 52 weeks after award.
  • Delivery: FOB Destination to USACE - Illinois Waterway Project Office, Peoria, IL. The target delivery date is May 18, 2027. The contractor must coordinate delivery times and provide at least two-weeks' notice.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 331513 (Steel Foundries) with a size standard of 700 employees.

Additional Notes

Attachment 1 provides detailed blueprints for the Wicket Horse Box, Quoin Block, and Quoin Stay. The Statement of Work (SOW) takes precedence over blueprints in case of conflict. No CAT models or additional prints beyond Attachment 1 will be provided.
